Radio Station W I L L by non-university organizations and recommends the following: Non-University organizations soliciting the use of facilities of W I L L will be accorded that privilege if station time permits, if the proposed broadcasts have rather wide general interest, and if the following conditions are agreed upon in advance: ( a ) The proposed program or programs shall conform to the standards and conditions set forth in the Statement of General Policy of the University Radio Station. (b) In the event of a series of programs the organization or individual shall submit a complete prospectus of the proposed series. ( c ) All legal responsibilities shall be assumed by the speaker or the organization. ( d ) Manuscripts for broadcast shall be submitted to the Director of the Radio Station at least 24 hours in advance of the scheduled broadcast. ( e ) Failure to comply with any of these conditions shall be satisfactory reason for the cancellation of a program, or series of programs by the station. This policy would apply only in the case of organizations soliciting the use of the University's radio facilities. If the Director of the Station feels that some organization has valuable material or a speaker whom it would be advantageous for the Station to present, the Station might itself solicit such a program, in which case the requirement with respect to filing of manuscripts doubtless would be waived.

On motion of Mrs. Plumb, this policy was approved.

ADJUSTMENTS IN THE BUDGET OF THE ATHLETIC ASSOCIATION (10) T h e Board of Directors of the Athletic Association has authorized the following assignments from surplus funds of the Association representing adjustments in the budget for 1939-1940, and requests approval thereof by the Board of Trustees: 1. Purchase of medals for nine members of the gymnastic team, the coach and the manager, at approximately $7.00 each, or a total of $ 77 00 2. Payment to the Office of the Commissioner of the Western Intercollegiate Conference 499 25 3. Contributions to the University Band for purchase of equipment 500 00 Total $1 076 25

On motion of Mrs. Plumb, these adjustments were confirmed.

APPROPRIATION FOR MUSIC RECORDS FOR ILLINI U N I O N BUILDING (11) T h e Carnegie Corporation of New York has offered to contribute onehalf the cost of a music set for the Illini Union Building which will include a phonograph and 629 records of instrumental, vocal, operatic, and orchestral classics. T h e price of this set including the phonograph is $1,325 f.o.b. Urbana. T h e Corporation will make available $662.50 if the University will furnish an equal amount. This is an excellent opportunity to secure at very low cost a collection which will have a very definite educational and cultural value for students.

On motion of Mrs. Plumb, this appropriation was made as recommended, by the following vote: Aye, Mr. Pogue, Mrs. Plumb; absent, Mr. Cleary.

SPECIAL APPROPRIATIONS AND N O N - R E C U R R I N G EXPENDITURES (12) T h e Committee on Special Appropriations and Non-Recurring Expenditures recommends an assignment from the General Reserve Fund for the following purpose: Publication of circular of Department of Chemistry $1 500
