I I . T h e housing policy of the University shall cover standards of health, safety, comfort, moral surroundings, study conditions, social facilities, and reasonableness of charge. I I I . T h e University will determine its standards for student housing. They shall not be below those recommended by the American Public Health Association for making effective its "Basic Principles of Healthful Housing." IV. In stating student housing policies, the University recognizes two classes of housing and food service facilities: ( a ) strictly student groups, such as fraternities, sororities, and privately-operated cooperative houses chartered by the University for educational, social, or economic purposes; and (b) other privately-owned and operated places providing housing and food service for students. ( i ) If University chartered fraternities, sororities, and privately-operated cooperative houses are ( a ) to attain those purposes for which they were created, and (b) to give their members experience in self-government and the responsibilities of well-trained citizens, they should have maximum autonomy possible within the framework of University housing policies and local and State laws. T h e University, therefore, in addition to establishing its own housing standards, will take the initiative in making inspections of such houses, securing and depending on such services and inspections as are provided by State and local agencies. It would also, when necessary, take the initiative in bringing about wholesome living conditions in such groups. (2) Privately-owned and operated places providing housing and eating services for student use are expected to cooperate with University housing policies. However, the University necessarily and primarily depends on local and State governments to maintain standards of safety and sanitation in these places. T h e University will require owners and operators of such places to submit reports of inspections by governmental authorities. It will decline to approve student use of places not conforming to required standards. V. Student home housemothers are held strictly responsible for maintenance of proper moral surroundings and satisfactory study conditions in their homes. VI. Operators of student homes who have maintained University housing standards shall be assured that their interests will be recognized by the University in its program of student housing. V I I . Room contracts for approved student homes shall be provided by the University and, if properly executed, enforced under conditions prescribed by the Division of Student Housing. T h e Division shall stand ready to aid in adjustments or enforcement of these agreements, and to assist in appraisal and settlement of damage claims only when the University contract form is used. V I I I . W h e r e a student's business methods or the manner in which he fulfills his contracts are such as to impair his record and reflect unfavorably upon the University, it shall be the duty of the director of the Division of Student Housing, in cooperation with the disciplinary committee, or in the case of graduate students with the Dean of the Graduate School, to take such action as may be necessary to promote the best interests of all concerned. It should be noted that Section I V represents a reversal of the policy relating to food service inspection in fraternity and sorority houses previously discussed with the Board on November 24, 1939 (Minutes, page 664).

On motion of Mr. Jensen, these policies were adopted.

S C H E D U L E O F F E E S F O R U S E O F THE U N I V E R S I T Y ' S R E C R E A T I O N A L FACILITIES (18) T h e University of Illinois Statutes, approved March 10, 1936 (Section 61, D, page 25), authorize the President of the University to permit the use of its recreational facilities by individuals not members of the faculty or student body under such conditions and terms as he may prescribe. T h e following schedule of fees has been authorized effective February 1, 1940, replacing a former schedule authorized in 1933: Recreational sports fee for visitors, per semester $7 50 Recreational sports fee for visitors for the summer term (from the end of the second semester to the beginning of the first semester) 5 00 Recreational sports fee for wives (or husbands) of members of the faculty, graduate students, and undergraduate students, per semester 2 50
