Mr. Pogue, for the Finance Committee, submitted a schedule of n o persons, members of the staff and employees of the University, who handle funds, make purchases, or sign the names of the President and the Secretary of the Board, to be placed on fidelity bond as of January 1, 1940. The amounts vary from $1,000 to $50,000; the total is $250,000. On motion of Mr. Pogue, the bonding of these persons was authorized, and the list was filed with the Secretary of the Board for record.

Mr. Pogue, for the Committee on Athletic Activities, made a report of progress.

The Board resumed consideration of matters presented by the President of the University.

AMENDMENT OF AGREEMENT WITH DEPARTMENT OF PUBLIC WELFARE GOVERNING THE OPERATION OF THE RESEARCH AND EDUCATIONAL HOSPITALS

(37) On April 20, 1932 (Minutes, page 562), the Board of Trustees entered into an agreement with the Department of Public Welfare relating to the operation of the Research and Educational Hospitals jointly by the Department and the University. This agreement is authorized by an act of the 57th General Assembly of Illinois providing that the general management, control, and operalion of the Research and Educational Hospitals shall be in the Department of Public Welfare and the University. The statute authorizes the Department and ihe University to make general rules for the operation and maintenance of the hospitals, rules which shall be binding on the Department and the University until modified by mutual agreement. With the construction by the State of Illinois of the new Neuropsychiatric Institute as a part of the Research and Educational Hospitals it is desirable to include provision for the administration of this new unit in the agreement with the Department of Public Welfare. It is also desirable to define in the agreement the responsibility for certain plant operations, the equipment of buildings, and the distribution of the costs thereof. Accordingly I recommend approval by the Board of Trustees of the necessary amendments. Judge Johnson presented these amendments and commented on Iheir provisions and effects. Mr. Moschel moved that the following amendment to Article I I I of the contract with the Department of Public Welfare, executed by the Hoard of Trustees on M a r c h n , 1932, and by the Department of Public W e l f a r e on M a r c h 8, 1932, and printed in the minutes of the Board of April 20, 1932, beginning at page 562, be approved, to take effect when accepted in writing by the Department of Public Welfare. and that the President and the Secretary of the Board be authorized to execute an acceptance and approval of this amendment: Section 5. Because the Department is basically concerned with problems of nervous, mental, and behavioral disorders, it is agreed that the Department erect and maintain a Neuropsychiatric Institute on the Chicago campus of the University, for teaching and research in this field of medicine. This Institute shall be considered an expansion of the existing Psychiatric Institute of the Illinois Research and Educational Hospitals, and shall be composed of two divisions: a division of psychiatry, under the direction of the Department of Psychiatry of the University; and a division of neurology and neurological
