OPERATING EXPENSES OF ILLIN1 U N I O N BUILDING

(21) The operation of the Illini Union Building will require certain preliminary expenditures prior to the collection of the student fee or service charge for the use of the building and to receipts from income-producing enterprises. In general, funds will be required for: (1) meeting payrolls of staff, and (2) purchase of inventories for the food service units, book exchange, etc. The Director of the Physical Plant Department recommends that he be authorized to charge such preliminary expenditures as may be necessary to the Physical Plant Department's operation and maintenance appropriation, on condition that the same will be reimbursed from the income of the Illini Union Building. The Comptroller advises that it should be possible to purchase supplies or sales inventories from the University's working cash fund (provided the amount does not run beyond approximately $10,000) and that an appro priation for such outlays is not necessary. I recommend that the Board authorize these procedures as recommended. On motion of Mr. Moschel, these procedures were authorized as recommended.

LOAN O N ILLINI U N I O N BUILDING

(22) The loan of the Connecticut Mutual Life Insurance Company to the University of Illinois Foundation provides for a principal payment on April 1, 1940, of $10,500. When this loan was made it was with the expectation that the Union Building would be completed by the second semester of the academic year, 19391940, and that income from the student fee or service charge for the use of this building would be available to pay rent to the Foundation to meet this obligation. Until the building is completed and ready for use the University is not justified in assessing a fee or service charge on the student body. In view of the circumstances, the Treasurer of the Foundation has requested the insurance company to waive the principal payment due on April 1 and apply it to one of the later payment periods, specifically the amount to be due October 1, 1959, which according to the present schedule will be $11,400, as compared with an installment of $24,500 due on the payment date immediately preceding. This report was received for record.

FREQUENCY MODULATION SYSTEM OF RADIO TRANSMISSION

(23) The Director of Radio Station W I L L calls attention to the leading development in radio broadcasting of the "Frequency Modulation" system of transmission. Copies of his letter of December 14 on this subject have been sent to the members of the Board for information in advance of this meeting, and a copy is hereby given to the Secretary of the Board for record. In view of the cost of installing a new transmitter and other equipment of this type, 1 am unable to make a recommendation, but felt that the Board should be advised of this development. The Comptroller commented on this matter. This report was received for record.

PLANS FOR COAL RESEARCH LABORATORY OF GEOLOGICAL SURVEY

(24) The Director of the Physical Plant Department reports on plans for the Coal Research Laboratory to be constructed by the State of Illinois for the Geological Survey. Director Havens commented on this matter and recommended: (1) that the President of the University be authorized to approve these plans, with the necessary changes to meet our standards of construction; (2) that the name "Coal Research Laboratory" be retained; (3) that the Surveys be requested to secure appropriations to provide storage space in their proposed garage, and to vacate 2,500 feet of storage space now assigned to them in University buildings. On motion of Mr. Cleary, these recommendations were adopted.
