as his disability continues, at full pay, for a period not to exceed one-half of his appointment year, provided his work can be suspended or can be cared for without additional expense to the University in a manner approved by the President of the University. If additional expense is involved during this period, the amount of such expense shall be deducted from his salary. If disability continues beyond this period, an additional leave of absence may be granted at half pay not to exceed an equivalent period of one-half of the appointment year. (2) A member of the administrative, clerical, stenographic, mechanical, or labor staffs may be granted leave at full pay in addition to that provided in the University Statutes, articles 32 ( d ) and 33 ( d ) , so long as his disability continues, to the extent of one week for each full year of service not to exceed 25 weeks. (3) T h e President of the University may in such cases require a certificate or report from a reputable physician setting forth the nature and severity of the disability. It will be noted that the terms on which leaves are granted to members of the administrative, clerical, and mechanical staffs differ from those applying to the teaching and scientific staffs. In a majority of these cases, if the leave is for an extended period, the work cannot be suspended or taken care of by other members of the staff, and it is necessary to replace the absentee. T h e question may then be asked why a leave is granted at full pay without any deduction from the salary to cover added expense. T h e replacement of the absentee would require practically his entire salary, so that he would get no substantial benefit from the arrangement, which would be inconsistent with the provisions made for members of the teaching and scientific faculty. Consequently, it is proposed to relate the amount of leave with pay to the length of service. It should also be noted that the Board of Trustees has adopted a plan for the retirement of persons who shall become permanently disabled (meeting of July 14, 1939, minutes, page 363, as amended November 24, 1939, page 657). This makes it possible and reasonable to set more specific limitations on leaves for physical disability than in the past. In other words, if disability continues for a year it would be possible to consider permanent retirement at the expiration of the leave.

On motion of Dr. Meyer, this policy was approved and adopted.

LEAVES OF ABSENCE (4) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: 1. Professor E. C. Schmidt, H e a d of the Department of Railway Engineering, leave of absence with pay for three months from February 1, 1940, on account of illness. H e has been in the service of the University since 1898, except for two periods—1904-1906 and 1919-1921. His work will be carried on by his colleagues without additional expense to the University. Professor E. E. King will act as Head of the Department while Professor Schmidt is away, and his class work will be carried on by Professor E. G. Young. 2. Professor A. C. Littleton of the Department of Business Organization and Operation, sick leave with full pay from December 5, 1939, until the end of the first semester. His work will be carried on by his colleagues without additional expense to the University. Professor Littleton's work is being cared for by Professors Scovill, Filbey, Morey, and Theiss. 3. Dr. Paul H . Dube, Third Year Resident in the Department of Orthopaedics, December 5, 1939, to January 6, 1940, sick leave with full pay. Doctor Dube's work was carried on by his associates without additional expense to the University. 4. Acting Dean A. H . Clark of the College of Pharmacy, six weeks with pay on account of his health, to be arranged whenever he can get away from his duties at the College of Pharmacy. H i s work will be carried on by Professor E. N . Gathercoal and other members of the faculty without additional expense to the University.
