5. Official visitors, members of the staff in the Chicago Departments, and those attending meetings or functions on the campus shall be permitted the use of the building without payment of the building service charge. 6. Those privileged to use the building may bring guests without payment of the building service charge for them. 7. Use of the building by members of the University staff of the Urbana Departments and allied surveys or laboratories at Urbana shall be in accordance with the following conditions: ( a ) All members of the staff and allied surveys will be asked officially to pay each semester a service charge equal to that paid by the undergraduates. Included under the term staff members are: (1) graduate students on the staff, (2) cooperating teachers, and (3) holders of graduate fellowships and scholarships, in addition to all other persons holding appointments in the Urbana Departments. ( b ) Only those members of the staff who pay the building service charge, or members of the University Club, will be entitled to the privileges of the building.

On motion of Mr. Karraker, these regulations were adopted.

ADVISORY BOARD ON FRATERNITY AFFAIRS

Mrs. Plumb, for the Committee on Affiliated Student Activities, presented the following report:

The Committee on Affiliated Student Activities recommends that the Board of Trustees authorize the President of the University to appoint a Board of Fraternity Affairs to function in an advisory capacity to various University officers in dealing with fraternities and to represent these organizations officially in dealing with matters on which group action is required. This Board shall consist of six members—two undergraduate and four alumni of fraternities, two from the faculty and two who are not members of the faculty. It is understood and made a condition of the authorization of such an advisory board that the University assumes no obligation for the successful financial operation of the fraternities or for the collection of accounts owed by them or by their individual members.

On motion of Mrs. Plumb, this recommendation was adopted; Mr. Cleary asked to be recorded as voting in the negative.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board resumed consideration of the following matters presented by the President of the University.

QUIT-CLAIM TO UNIVERSITY PLACE CHRISTIAN C H U R C H OF CHAMPAIGN

(13) There is some confusion in the description of the property of the University Place Christian Church on Wright Street in Champaign adjoining that of the University. The Church officials have asked the University to execute an instrument which would clear this confusion to the satisfaction of counsel for the agency which is refinancing certain obligations of the Church. The University Counsel and the Director of the Physical Plant Department have inquired into this request and recommend that the Board adopt the following resolution and authorize its President and Secretary to execute the necessary document. Be it resolved, that the Board of Trustees of the University of Illinois execute a quit-claim deed to the University Place Christian Church conveying the following: Lot 207 of a Subdivision of the South Part of Lot I of the Southwest Quarter of Section Seven in Township Nineteen North, Range Nine East of the Third Principal Meridian, now being a part of the City of Cham-
