628 BOARD OF TRUSTEES [October 20 ing Act of Congress of 1939. T h e proposal submitted to the Board contemplated the assessment of a fee of $40 a student for the ground-school training to be given by the University. T h e Authority will pay the University $20 for each student to help pay the cost of instruction. I recommend that the Board authorize the assessment of this fee and that the income from fees and the Federal funds received from the Civil Aeronautics Authority be placed in a special fund to be used for defraying the expenses of the ground-school training program. On motion of Mr. Jensen, these fees were authorized and the special fund established as recommended. C O N V E Y A N C E O F RIGHT-OF-WAY OVER W E S T SALEM S O I L EXPERIMENTAL FIELD (18) T h e Dean of the College of Agriculture recommends the dedication to the State of Illinois for highway purposes of a strip of land along the West Salem Soil Experimental Field in E d w a r d s County. T h e highway is being improved and widened, which necessitates extending the right-of-way on either side. T h e State will move the fences without expense to the University. I recommend approval. On motion of Mr. Wieland, the President and the Secretary of the Board were authorized to execute the necessary documents for the conveyance of this right-of-way, as recommended, by the following vote: Aye, Mr. Cleary, Mr. Jensen, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Dr. Meyer.
