RETIREMENT OF PROFESSOR D. H. CARNAHAN (14) Professor D. H . Carnahan, of the Department of French, has requested that he be retired at the end of the current academic year with the status of professor, emeritus, under the provision in the University Statutes that in exceptional cases and for substantial cause retirement may be permitted by the Board of Trustees at any time after a member reaches 65 years of age. P r o fessor Carnahan will reach this age during the current year, having been born November 16, 1874. Professor Carnahan is requesting that he be retired on account of his health. H e will have been on the staff for about 40 years. H e was a part-time teaching scholar and assistant from 1896 to 1898. Three years later, in 1001, he returned to the University as an assistant professor and has served continuously since that time. 1 recommend that Professor Carnahan be retired with the title of P r o fessor of French, Emeritus, on a retiring allowance of $2,558, effective September i, 1940.

On motion of Mr. Wieland, this request was granted as recommended.

CHANGE IN STATUS OF DR. H. DOUGLAS SINGER (15) At the meeting of the Board on September 30, I submitted a proposal from Dr. H . Douglas Singer, Professor and Head of the Department of Psychiatry and Director of the Psychiatric Institute, that his status be changed from onehalf time at a salary of $4,500 to full time at a salary of $8,500, the difference in salary to come from the Rockefeller Foundation grant to the Department of Psychiatry. T h e Board took no action on this but referred the matter to me for further consideration in conference with Doctor Singer. In the meantime, Doctor Singer has received word from the Rockefeller Foundation, in answer to an inquiry from him, that while it would be possible to use a part of their grant to supplement his salary, thus permitting him to devote more time to teaching, nevertheless this would constitute a failure in the main purpose of the grant. In view of this Doctor Singer has withdrawn his proposal.

LEAVES OF ABSENCE (16) T h e recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: 1. Mr. William T. Pope, Mechanician in the Structural Laboratory, leave of absence with pay from September 6 to 15, 1939, in addition to his regular sick leave and vacation allowances, on account of illness. 2. Dr. G. Walter Dittmar, Professor and Head of the Department of Prosthetic Dentistry, sick leave with full pay from September I to October 9, 1939. This is an extension of a previous leave granted by the Board from January 1 to August 31, 1939. His work has been carried on by other members of the staff without additional expense to the University. 3. H i r a m J. Smith, Assistant Professor of Ophthalmology, sick leave with full pay during the first semester of 1939-1940 (September 5 to January 31). His work will be done by other members of the Department without expense to the University.

On motion of Mr. Moschel, these leaves were granted as recommended.

FEES FOR VOCATIONAL PILOT TRAINING PROGRAM (17) On September 30 the Board of Trustees authorized an application to the Civil Aeronautics Authority for the participation of the University of Illinois in the Vocational Pilot Training P r o g r a m authorized by the Civilian Pilot T r a i n -
