BOARD OF TRUSTEES

MATTERS PRESENTED BY PRESIDENT W1LLARD

The Board considered the following matters presented by the President of the University.

CHANGE I N STATUS OF PROFESSOR FREDERIC A. RUSSELL (1) A recommendation t h a t the services of Professor Frederic A. Russell, of the Department of Business Organization and Operation, be made available to the University of Illinois Foundation, for as much of his time as may be needed, in directing the Foundation's fund-raising campaign, during the first semester of 1938-1939, or from September 1, 1938, to February 1, 1939, the University to pay his salary in full and the salary of a substitute to relieve him of a part of his teaching. Much of his work will be carried on by colleagues without any additional compensation, and the expense to the University will not exceed $700. I further recommend that an appropriation of this amount be made to the Department for this purpose.

On motion of Mr. Cleary, this recommendation was approved and the appropriation was made, by the following vote: Aye, Mr. Cleary, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mrs. Freeman, Mr. Horner, Mr. Karraker, Mr. Wieland. At this point, Mrs. Freeman took her place with the Board.

RESIGNATION OF ARTHUR L I N C I C O M E , AUDITOR AND ASSISTANT TO T H E COMPTROLLER (2) A report of the resignation of Mr. Arthur Lincicome, Auditor and Assistant to the Comptroller, effective November r, 1938. Mr. Lincicome has been offered the position of Assistant Comptroller of the University of Chicago, a position which represents an immediate material advance in compensation and an opportunity for broadening of experience. He has been in the Business Office for almost twenty years in various capacities, and his resignation is a real loss to the University.

On motion of Mr. Pogue, this resignation was accepted as recommended.

NEW APPOINTMENTS OF PROFESSORIAL RANK (3) A report of the following appointments to the staff of the rank of Assistant Professor and above, effective September 1, 1938: 1. Frank Herschel Finch, Assistant Professor of Education, at an annual salary of $3,500. 2. Henry Wilbur Gilbert, Assistant Professor of Landscape Gardening Extension, at an annual salary of $3,000. 3. Kenneth Lee Smith, Assistant Professor of Accountancy, at an annual salary of $3,600.

This report was received for record.

LEAVE OF ABSENCE FOR MISS DOROTHY J . 1WIG (4) A request from Miss Dorothy J. Iwig, Associate in Home Furnishings in Home Economics Extension, t h a t she be given a leave of absence from August I, 1939, to February 29, 1940, six months of this being with pay and one month without pay, for the purpose of graduate study a t Columbia University. The amount of her salary during leave will be $1,150 and will come entirely from Federal funds. Her application and program is in accordance with provisions made by the United States Department of Agriculture to enable members of extension staffs to improve themselves through graduate and professional study. The Head of the Department and the Dean of the College and Director of the Extension Service recommend approval, and I concur.

On motion of Dr. Meyer, this leave was granted as recommended.
