Economics for two years beginning September I, 1939, at an annual salary of $3,250. O n m o t i o n of M r . A d a m s , t h i s a p p o i n t m e n t w a s m a d e a s r e c o m mended. STATUS OF DEAN CHARLES M. THOMPSON (20) Dean Charles M. Thompson of the College of Commerce and Business Administration has been elected President of the Alumni Association and President of the University of Illinois Foundation. H e requests permission to devote approximately one-fourth of his time during the year 1939-1940 to the activities of these two organizations. H e recommends that during such absence from the University as this may require, Professor H . T. Scovill, H e a d of the Department of Business Organization and Operation, be authorized to act for the Dean in the administration of the College. O n m o t i o n of M r . (21) A recommendation that H . B. Johnston, Executive Secretary in the President's Office, be given sick leave with full pay from July 17 to October 1, 1939, or so much of that time as may be necessary. O n m o t i o n of M r . I N C L U S I O N OF N E U R O P S Y C H I A T R Y INSTITUTE IN AGREEMENT W I T H THE DEPARTMENT OF PUBLIC WELFARE (22) The Research and Educational Hospitals are operated jointly by the University and the State Department of Public Welfare under an agreement between the Board of Trustees and the Department executed in 1932 (Minutes, April 20, 1932, page 562). This agreement was authorized by an act of the General Assembly and has the effect of a law. T h e agreement defines the units of the Research and Educational Hospitals which are covered by it and provides that such other hospitals and units hereafter created may be included in this arrangement by agreement between the Department and the University. It has been proposed that the new Neuropsychiatric Institute of the Department of Public Welfare, now under construction, shall be included in this agreement and an amendment thereto is being drafted. O n m o t i o n of M r s . P l u m b , t h e a m e n d m e n t of t h e a g r e e m e n t w i t h t h e D e p a r t m e n t of P u b l i c W e l f a r e t o s e c u r e t h e i n c l u s i o n of t h i s Institute was authorized. AFFILIATION OF ILLINOIS EYE AND EAR INFIRMARY W I T H COLLEGE OF MEDICINE (23) On October 26, 1935 (Minutes, page 453), the Board of Trustees authorized the President of the University to negotiate with officials of the Illinois Eye and E a r Infirmary and the State Department of Public Welfare for a cooperative arrangement between the Infirmary and the University to promote graduate work in the medical sciences. Subsequently it was agreed by all parties concerned that it would not be feasible to place the activities of the Illinois Eye and E a r Infirmary under the jurisdiction of the Graduate School, but that this affiliation should be with the College of Medicine, similar to the arrangement between the University and the Department of Public Welfare relating to the operation of the Research and Educational Hospitals. In fact, when the Infirmary is housed in a new building to be constructed as a unit of the Research and Educational Hospitals, it would provide quarters for the eye department and the ear, nose, and throat departments of the College of Medicine. T h e Joint Committee of Management of the Department of Public Welfare and the College of Medicine urges immediate consideration of this. I recommend that the matter be referred to the Committee on the Chicago Departments and the President of the University for consideration and report.

On motion of Mrs. Plumb, this recommendation was adopted.
