University, is of such a character or occurs at such a time or in such circumstances that it is likely to interfere with the work, either specific or general, of the University or any department of the University. T h e use of buildings by local organizations of women shall be limited to those whose function is orientation and whose membership is made up of wives of members of the University staff. " ( 2 ) Reservations from outside organizations will not be approved until all major university events have been scheduled. " ( 3 ) In no case may an admission fee be charged except upon permission previously obtained and then only to raise funds to offset expenses of such meeting."

On motion of Mr. Karraker, the Statutes were amended as recommended. At this point, President Mayer, being called from the room, asked Mr. Pogue to take the chair.

R E T I R E M E N T O F MEMBERS O F THE S T A F F (20) T h e Faculty Committee on the University's Retirement System recommends the following addition to paragraph I I I of Section 30 of the University Statutes relating to retirement of members of the University staff for disability. A copy of a letter from the Committee explaining its reasons for this recommendation is hereby given to the Secretary of the Board for record. " ( d ) Any member of the faculty, educational, administrative, or mechanical staff who has been in the service of the University for not less than five years who shall become permanently disabled or otherwise become physically unfit while in the employment of and the active service of the University may be retired with the approval of the Board of Trustees and on retirement there shall be paid to him or her for a period of years equal to one-fifth of his years of service an amount equal to 25 per cent of the average cash portion of compensation which has been paid to him during the last five years prior to such retirement together with one-half of one per cent of such average amount additional for each year of his service at the University of Illinois. F o r any member of the staff who has been in the service of the University for fifteen or more years the annual allowance shall be paid during the remainder of life. If the allowance as above calculated is less than twenty-five dollars a month, the amount granted shall be twenty-five dollars a month. No retiring allowance paid under this rule shall exceed the amounts provided in paragraph (b) of section I I I hereof."

Mr. Morey commented on this matter. On motion of Mr. Mayer, this amendment was adopted as recommended.

RETIRING ALLOWANCE FOR DIRECTORS OF SCHOOLS (21) T h e University of Illinois Statutes provide that upon retirement there shall be paid to the member retiring during his life an amount equal to twentyfive per cent of the average cash portion of the compensation paid to him during the last five years prior to retirement together with one per cent of such average amount additional for each year of service. T h e maximum payment, however, may not exceed one-half of such average amount, nor be in any event in excess of $4,000 in case of Deans or other General Administrative Officers, and $3,000 in the case of other members of the staff. T h e question has been raised whether the retiring allowance of a Director of a School shall be placed on the same basis as that of a Dean or General Administrative Officer, in other words, whether he may be paid up to $4,000 a year. I recommend that the retiring allowances of Directors be subject to the limitation of the retiring allowances for Deans and General Administrative Officers, and not to the limitation on retiring allowances of other members of the staff.
