jects, with not less than the equivalent of two years of college work in foreign languages, one year of which must be in French or German completed in college. (3) T h e applicant must pass a qualifying examination in the branch of music which he wishes to pursue as his major field in graduate study, given under the supervision of the Director of the School of Music.

On motion of Dr. Meyer, these requirements were approved.

REORGANIZATION OF DEPARTMENT OF ROMANCE LANGUAGES (17) T h e Dean of the College of Liberal Arts and Sciences recommends that the Department of Romance Languages be reorganized into two departments, namely: (1) the Department of French, and (2) the Department of Spanish and Italian; each to have a separate head, staff, and budget. This change is set up in the budget of the College of Liberal Arts and Sciences for 1030-1040. It does not involve any increase in salaries and other expenses beyond what would have been recommended for the Department of Romance Languages if it had not been reorganized. O n m o t i o n of M r s . P l u m b , t h i s r e o r g a n i z a t i o n w a s a p p r o v e d as recommended. A t this point, M r . Moschel took his place with the B o a r d . NIGHT BROADCASTING BY RADIO STATION W I L L (18) Under its present license the University's Radio Station W I L L is restricted in broadcasting to daylight hours and may not broadcast after local sundown (except on unusual occasions for which special permission must be secured, and then only with 250 watts of power instead of 5,000). In addition, the Station now must suppress its daylight signal in the direction of Topeka, Kansas, to protect Station W I B W in that city. T h e Director of the Radio Station has advised that application be made for permission to broadcast at night. T h e Federal Communications Commission has recently adopted new regulations, and the University's Radio Attorney in Washington advises that these new rules afford an opportunity of getting a night time assignment. I recommend that this application be authorized. Expert legal and engineering services will be required to execute this case at hearings, and it is estimated that these services will cost up to $2,000. Hence, if this recommendation is approved, I would also recommend that an assignment of $2,000, or so much thereof as is necessary, be made from the General Reserve Fund to cover the expenses incident thereto.

On motion of Mrs. Plumb, this application was authorized and the appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Jensen, Mr. Karraker, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Horner, Mr. Wieland.

USE O F UNIVERSITY BUILDINGS BY OUTSIDE GROUPS (19) T h e University Statutes include a provision (Section 61) governing the use of University premises and facilities by student and faculty organizations and outside groups. It is recommended that paragraph A of Section 61 be amended by the addition of the following new sub-paragraph ( 3 ) : " ( 3 ) T h e President of the University is authorized to appoint a committee to pass on requests for use of buildings and other facilities by faculty organizations." It is recommended also that paragraph B be amended to read as follows: " B . F o r meetings of organizations whose activities are of an educational nature or of professional interest to the members of the staff or the general student body; and for meetings of a non-local character of public or educational significance— " ( 1 ) A university room shall not be granted to individuals or organizations for any purpose which, although in accord with the general purposes of the
