President A. C. Willard,

UNIVERSITY OF ILLINOIS

331

May 23, 1939

355 Administration,

W.

DEAR PRESIDENT W I L L A R D :

T h e Power Plant Committee has studied the various types and makes of equipment and the proposals which have been submitted on this equipment for the proposed Power Plant. It has also given consideration to the recommendations of Sargent and Lundy, the consulting engineers. T h e Committee concurs in the recommendations of the consulting engineers except in one respect. There is complete concurrence with respect to the recommendations on the following equipment and a w a r d s : Equipment Company 1. Three 80,000 lb. per hour Steam Generating Units Springfield Boiler Co. 2. Two 3,000 K W . Turbo-Generators.. . .General Electric Co. 3. Condensing Equipment Allis-Chalmers Co. 4. Cooling Towers The Marley Co. 5. Boiler Feed Pumps Pennsylvania Pump and Compressor Co. 6. High Pressure Heater The Whitlock Coil and Pipe Co. 7. Deaerating Heater Hopps Manufacturing Co. 8. Coal Scales Richardson Scale Co. 9. Turbine Room Crane Whiting Corporation T h e Committee also concurs in the recommendation that no award be made on the dust collectors. After considerable study and after a conference with the consulting engineers, the Committee recommends that oil breakers be recommended for primary service in preference to the air breakers as recommended by the consulting engineers. T h e low bidder on this equipment is the Allis-Chalmers Company, and it is recommended that the award be made to that company. This action meets with the approval of the consulting engineers. If the trustees should prefer to follow the recommendation of the consulting engineers and select air breakers, the Committee wishes to call attention to the fact that the bid of the I.T.E. Company is lower than that of the Westinghouse Company which is recommended by the consulting engineers. As pointed out by the consulting engineers, the I.T.E. Company has had much less experience in this field than the Westinghouse Company, but the Committee is of the opinion that the I.T.E. bid cannot be rejected on the basis that the company is not a responsible bidder. T h e consulting engineers have stated that they would be satisfied if the award should be made to the I.T.E. Respectfully submitted,

W . C. HUNTINGTON

Chairman, Power Plant Members of Committee: Dean M. L. Enger Mr. C. S. Havens Professor O. A. Leutwiler Professor E. B. Paine Professor W . C. Huntington,
