This "authority" shall be available at all times of the day or night to hear original testimony in cases involving students, recording facts, and developing information for possible disciplinary action. B. T o supervise and direct all University off-campus police and investigational activities, coordinating them with other divisions, i.e., motor vehicle regulation, enforcement officer, and director of student housing. C. T o apprehend, to question, and to hold for investigation any student found outside the University district in sections of questionable reputation, or on an illegitimate mission.

PUBLIC NOTICE

Notice of the purpose and procedures contemplated in this student supervision program shall be given by public announcement through the press and by insertion of the following statement in the Annual Register, Regulations Applying to Undergraduate Students, and other appropriate publications: "The University reserves the right to exclude at any time students whose conduct is deemed undesirable or prejudicial to the University community's best interest, examples of which, without excluding others, are gambling, visiting or loitering in the vicinity of places of ill-repute, violations of law involving moral turpitude, intoxication, and disorderly conduct."

On motion of Dr. Meyer, this program and service was authorized as recommended. At this point President Mayer and Mr. Cleary resumed their places with the Board.

REORGANIZATION OF STUDENT ACTIVITIES (13) T h e University Senate Committee on Student Affairs has made a study of extra-curricular undergraduate activities with a view to their reorganization on a coordinated basis. T h e report of its study is being submitted separately. It is clear from this report that extra-curricular activities are a sufficiently important part of the student life to justify more supervision than has been given them heretofore. This occasion also affords an opportunity to reorganize certain other administrative functions relating to student welfare, particularly housing and discipline. I recommend that the Board authorize as a policy the following: 1. T h e appointment of a Director of Student Activities who shall also be Manager of the Illini Union Building. Since most of the student activities will have their headquarters and will otherwise center in that building, it is logical to have the Manager supervise them. T h e Senate Committee on Sudent Affairs will continue to function as a policy group, but will be relieved of all administrative functions, with the new Director as Executive Officer of the Committee. 2. T h e appointment of a Director of Student Housing, whose functions will include: ( a ) Supervision of all student housing, including residence halls, fraternities, sororities, and private homes. In the supervision of the housing of women students he shall have the cooperation of the Dean of Women and as an assistant a member of the Dean of Women's staff. (b) Executive Secretary of the University Senate Committee on Discipline. H e will prepare and present to the Committee or appropriate sub-committees cases involving undergraduate student discipline. H e will exercise such authority and functions as may be delegated to him by these committees in dealing with situations which require immediate action between committee meetings. 3. T h e Dean of Men and the Dean of W o m e n will remain as general advisory officers for undergraduate students. They will exercise no disciplinary functions but will be coordinate officers with the Directors of Student Activities and of Housing.
