At this point, Mr. Karraker, for the Finance Committee, presented a recommendation that 57 acres of the Hart farm be sold to Mr. Barney Browning for $764, and that the President and the Secretary of the Board be authorized and instructed to execute a proper deed. On motion of Mr. Karraker, this recommendation was adopted, by the following vote: Aye, Mr. Jensen, Mr. Karraker, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Adams, Mr. Cleary, Mr. Horner, Dr. Meyer.

E M P L O Y M E N T OF ARTHUR ANDERSEN & CO.

Mr. Karraker, for the Finance Committee, recommended also that Arthur Andersen & Co. be employed as auditors for the current fiscal year, ending June 30, 1939, at the same fees as during the previous year, as follows: University $3 300 Athletic Association 275 University of Illinois Foundation 250 On motion of Mr. Jensen, this recommendation was adopted.

INVESTMENT OF E N D O W M E N T FUNDS

Mr. Karraker presented a request from the Finance Committee for authority to invest $12,000 of endowment funds to be received from bonds of the Illinois Water Service Company, called for April 5, 1939. On motion of Mr. Jensen, this investment was authorized as requested.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board resumed consideration of matters presented by the President of the University.

GENERAL ADMINISTRATIVE OFFICER FOR THE COLLEGES OF MEDICINE, DENTISTRY, A N D PHARMACY (10) On November 20, 1938 (Minutes, page 153), the Board considered a preliminary report, made by the Bureau of Institutional Research, on the reorganization of the Colleges of Medicine, Dentistry, and Pharmacy. T h e President was authorized to continue this study in consultation with the Deans of these Colleges and other University officers, and to present a formal recommendation. T h e Board also approved, in principle, the appointment of an administrative officer to be in charge of the Chicago colleges, without specifying his title. A Committee on Administrative Reorganization of the Chicago Departments (Dean D. J. Davis, C h a i r m a n ; and Deans F . B. Noyes, A. H . Clark, and R. D. Carmichael) was appointed to give immediate consideration to the proposed program of reorganization and to submit information on candidates who should be considered for the position. This Committee has submitted a report on four candidates in preferential order. I submit information on the qualifications of these men. T h e Committee feels that it has not obtained sufficient information to justify a definitive judgment in any case but in its opinion each of these individuals deserves further consideration. Before proceeding with this I want to advise the Board of the steps taken thus far. T h e appointment of a general administrative officer will involve an addition to the budget ranging from $10,000 to $15,000 a year, depending on the way his work is carried out. His salary will range from $8,000 to $10,000. Office personnel will require approximately $2,000. It is possible that the man appointed will wish to engage in a program of research,
