T h e budget as modified above and providing a total of $19,071,630 was then submitted to the State Department of Finance on October 27. On December 8 representatives of the University were asked to meet with the Illinois Budgetary Commission for a discussion of the financial situation of the State as a whole and the relation of the University's budget to the general problem of a balanced budget. On December 14, at the request of the Chairman of the Commission, University representatives conferred with the Director of Finance. At this meeting the budget of the University was discussed in detail. The Director stated that he had no particular question about any item or the budget as a whole, but that it is simply a question of insufficient revenues to meet all State needs. H e offered for consideration a suggested basis of appropriations, the details of which were presented to the Board on December 17 (Minutes, page 170). T h e Advisory Committee to the Bureau of Institutional Research has made a reappraisal of the operating budget. It reaffirms its previous judgment regarding the total operating budget as originally submitted, but in the light of the fact that the total of the budgets of all State agencies exceeds estimated revenues available under present tax laws, and at the request of the President of the University, it has suggested reductions in various items totaling $585,000. I concur in these suggestions but recommend a further reduction of $75,000 by reducing item G, "For development and improvement of the educational program," from $250,000 to $175,000. If these adjustments, totaling $660,000, are made in the operating budget, the budget for 1939-1941 will stand as follows: Operating Expenses Capital Items Total ? l 6 036 630 I 975 000 ? i 8 o n 630
