would thus be conferred on the Chicago departments might eventually lead to their complete separation from the University. It is the judgment of the Advisory Committee, however, that the uniqueness of the situation in the Chicago departments and of their relation to the departments in Urbana provide neither a precedent for other divisions nor a threat of complete autonomy. I am not prepared at this time to make a final definite recommendation but I am submitting this as a preliminary report. If the Board is prepared to proceed with the reorganization of the Chicago departments under one of these options, either in its present or a modified form, I request that the President of the University be authorized to continue these studies in consultation with the Deans of the Colleges of Medicine, Dentistry, and Pharmacy, and other University officers and to present a formal recommendation later. It should be recognized that this will involve a substantial increase in the operating budget of the Chicago departments, at least for the first few years. It should also be borne in mind that the greater educational and operating efficiency which will result from a better coordination of the work in the Chicago departments will offset a large part, if not all, of this increase. O n m o t i o n of M r . INSTRUCTION IN TRAFFIC SAFETY (30) T h e Division of Highways of the State Department of Public W o r k s and Buildings has requested that the University of Illinois offer a course in driver education and traffic safety, specifically for students who are preparing to teach in secondary schools. At the recent High School Conference held at the University a questionnaire on traffic safety instruction for Illinois high school students was submitted to the Administrative Section (the superintendents and principals). T h e replies of 175 out of 177 expressed the opinion that high schools should offer a course in traffic safety instruction. It is impossible to estimate the cost of offering such instruction. It might be possible to offer such a course as an experiment during the second semester of the current year without any expense, although eventually it might involve from one-half to three-quarters of the time of an instructor. I recommend authorization of such a course. O n m o t i o n of M r s . P l u m b , the offering of this c o u r s e w a s authorized. OBSERVANCE OF ARMISTICE DAY (31) F o r a number of years following the World W a r the University observed Armistice Day by dismissing classes and holding a convocation at 11:00 o'clock. After the first two or three occasions the convocations were so poorly attended that they did not justify the dismissal of classes and the practice was abandoned. Since then the University has observed Armistice Day by a tenminute concert of patriotic music played on the University chimes just before 11:00 o'clock and by asking all students, and members of the faculty to observe a two-minute period of silence at the stroke of eleven. This is being reported to the Board for any further instructions it may have as to the observance of Armistice Day. T h i s report w a s received for record. A t this point, M r . K a r r a k e r withdrew. PURCHASES RECOMMENDED (32) A recommendation that the following purchases be authorized: I.
