The Secretary presented also for record the following list of resignations.

Bachman, Kenneth Leroy, Assistant in Agricultural Economics, in the Agricultural Experiment Station—resignation effective October I, 1938. Hickson, John LeFever, Assistant in Chemistry—resignation effective September 1, 1938. Sant, P. T., Assistant in Agricultural Economics, in the Agricultural Experiment Station—resignation effective September 1, 1938. Weidemann, John Albert, Technician in the Department of Laryngology, Rhinology, and Otology, in the College of Medicine—resignation effective October 1, 1938.

The Board adjourned, to meet on call of the President.

ADJOURNED SESSION, OCTOBER 24, 1938 An adjourned session of the October meeting of the Board of Trustees of the University of Illinois was held at the Blackstone Hotel, in Chicago, at 10 o'clock, a.m. on Monday, October 24, 1938. The following members were present: President Mayer, Mr. Adams, Mr. Cleary, Mrs. Freeman, Dr. Meyer, Mr. Moschel, Mrs. Plumb. President Willard was present; also Mr. A. J. Janata, Assistant to the President, Professor Lloyd Morey, Comptroller, Director C. S. Havens, of the Physical Plant Department, and the Secretary.

BIENNIAL BUDGET FOR 1939-1941

The Board continued its consideration of the biennial budget for 1939-1941. President Mayer reported that he had not been able to arrange a meeting with Governor Horner to discuss the budget before November 1, 1938, the date set by law for filing the budget with the State Department of Finance. President Willard submitted additional material supporting Exhibits I and II (pages 118 and 119 above) and requested Director Havens to comment on the building items. Director Havens stated that a further study of the Power Plant indicated that a satisfactory plant could be constructed for $1,675,000. President Willard recommended that this amount be substituted for the amount provided for Item 1 in Section B of the schedule, and this recommendation was adopted. The budget was discussed at length. Professor Morey made statements in support of the operating budget. On motion of Mr. Cleary, Section A, Operating Expense, $16,696,630 was approved. Mrs, Plumb voted no.
