Accordingly, the president of the University, with the concurrence of the appropriate administrative officers, recommends that the contract with Smith, Hinchman & Grylls be increased to provide compensation as described above and in an amount not to exceed $26,000. Funds are provided from private gift funds through the University of Illinois Foundation and from funds appropriated by the State of Illinois. A schedule of the firm's hourly rates has been filed with the secretary of the board for record. Amendment to Architectural/Engineering Contract, Beckman Institute, Urbana

(16) On December 10, 1985, Smith, Hinchman & Grylls, Associates, Inc., Detroit, Michigan, was employed for the "preliminary programming and conceptual design" phase of the Beckman Institute at Urbana. On March 13, 1986, the Board of Trustees amended the agreement to include professional services required through the "schematic design" phase, and on April 10, 1986, the firm was employed through the receipt of bids at a fixed cost of $2,125,000 plus authorized reimbursements. The president of the University, with the concurrence of the appropriate administrative officers, now recommends that the agreement of April 10, 1986, be amended to include professional services required for construction contract administration and on-site field representation. The firm will be employed for the construction contract administration phase, which includes approximately two site visits per month, at a fixed fee of $420,000. Further, the firm will provide a fulltime, on-site representative for the duration of the project. Compensation will be on the basis of direct personnel expense plus 100 percent for overhead and profit and at an amount not to exceed $236,000, plus authorized reimbursements, estimated to be $90,000. A schedule of the firm's hourly rates has been filed with the secretary of the board for record. Funds for this project are being provided from private gift funds through the University of Illinois Foundation and from funds appropriated by the State of Illinois.
