Budget Requests for Fiscal 1981 President Ikenberry reviewed the actions of the Board of Higher Education at its January 1980 meeting emphasizing the degree to which the University's request for compensation was supported, as well as the "energy package." H e noted that the suggested increase in tuition of $48 per year was consistent with a general belief in the relationship between shared benefits and shared costs. He expressed concern that the recommendations were deficient in support of new programs but was encouraged by the status given to the Library addition at UrbanaChampaign in the capital recommendations. H e also reported on a meeting with the governor, from which he drew the general view that the governor shared the University's concern and position with regard to the high priority to be given to compensation and to energy.
