I concur in the recommendation of the Physical Plant Department that the contract be awarded to the Meyer Furnace Company, its base bid being $17,607, plus the additions and change orders shown in the analysis of estimated costs. While the cost of installation of the system can be kept within the original appropriation, in my judgment the incidental work should be done at the same time, as this will result in economy of installation and of operation. In former years, when it was not necessary to make up the University's budget on the present close basis, the Physical Plant Department had a fund for general building improvements against which most of these incidental expenses could have been properly charged; but for several years it has not been possible to include such an item in the budget, thus necessitating special assignments from the General Reserve Fund from time t o time for various purposes as the free balance permitted. Accordingly I recommend that a supplementary appropriation of $5,000 be made from the General Reserve F u n d for this work.
