(31) A recommendation that the following purchases be authorized: 1. X-ray equipment, consisting of one rebuilt Cassette charger, one railmounted tube stand and double-focus shock-proof tube, and one overhead system and installation as specified, from the General Electric X-Ray Corporation at a price of $1,198.35. Funds are available in the special State appropriation for equipment for the Medical and Dental Building for this purpose. 2. One carload of fir lumber for the Physical Plant Department from the Edward Hines Lumber Company of Chicago, the lowest bidder, at a price of $1,105.50. 3. Eight thousand soil maps of DeWitt County, for the Soil Survey Reports, from H. Huebinger, Chicago, the lowest bidder, at a price of $1,520.74. 4. One Bell & Howell, Model 130, 16 mm. Sound Projector, from Bell & Howell Company, Chicago, at a price of $1,220 f.o.b. Chicago. This is a noncompetitive item, and the machine is needed to match equipment now in use. RELEASE OF PATENT RIGHTS

(32) The Faculty Committee on Patents has considered the following discoveries made by members of the staff: 1. Mr. Charles L. Levesque, Fellow in Organic Chemistry, and D r . Ralph V. Mozingo, Special Research Assistant in Chemistry,—a method of "reducing a toluene soluble polymer of ethyl acrylate with hydrogen in the presence of a copper-chromium oxide catalyst under high pressure to give an alcohol soluble polymer which is presumably a polyallyl alcohol." 2. Dr. George F . Hibbert, Lecturer in the College of Medicine,—a vaccine which he has found useful in the treatment of trichomonad vaginitis. The Committee recommends that the patent rights be released to the discoverers because in the first case the discovery is so technical that public interest would not be affected and does not require patent protection and because in the second case the discovery was not made on University time nor at University expense. Dr. Hibbert is an Instructor in Obstetrics and Gynecology on the Clinical staff, serving without compensation. H e was formerly on the staff of Rush Medical College, and his work on this vaccine was started at that institution. O n m o t i o n of M r . K a r r a k e r , t h e s e p a t e n t r i g h t s w e r e r e l e a s e d a s recommended. COOPERATIVE INVESTIGATION OF THE FATIGUE STRENGTH OF W E L D E D JOINTS FOR STRUCTURAL STEEL MEMBERS (33) T h e Dean of the College of Engineering recommends authorization of an investigation of the fatigue strength of welded joints for structural steel members to be financed by the Engineering Foundation and the Bureau of Public Roads of the United States Department of Agriculture. The Foundation has secured pledges in the amount of $10,000 to carry on the investigation for a period of three years, of which $5,000 has already been collected and $1,500 deposited with the University. T h e Foundation will try to secure pledges for an additional $10,000. It does not desire a formal agreement but is offering the funds to the University for this investigation, and I recommend acceptance of its offer. I also recommend authorization of an agreement with the United States Bureau of Public Roads for a cooperative investigation covering this same project. This agreement (Project 5736.2) is d r a w n for the period of March 1 to June 30, 1938 (the Federal Government Tequires such agreements to be on the fiscal year basis), with provisions for its extension by mutual agreement. The Bureau agrees to pay not to exceed $3,500 of the cost of the project and not to exceed 50 per cent of such cost in the event there is less than $7,000.
