RESIDENCE HALL RATES (31) A report that the following increase in the rates of the Women's Residence Halls has been authorized for the summer session of 1938 and beginning with the academic year 1938-1939: 1. On motion of Mrs. Plumb, these rates were approved. At this point, Mr. Cleary took his place with the Board.

INSURANCE ON PHARMACY BUILDING (32) A recommendation from the Director of the Physical Plant Department that the insurance policies carried on the College of Pharmacy Building at 701-11 and 721-25 South Wood Street be cancelled immediately. SECRETARYSHIP O F ILLINOIS PRESS ASSOCIATION (33) As the President of the Board informally reported at the meeting on November 10, the Illinois Press Association has requested that the University of Illinois designate a member of its faculty to serve as Secretary of the A s sociation, his salary to be paid by the University. T h e Board requested him to secure further information concerning the proposed official relationship. T h e questions of University and public policy which this request involves may be summarized as follows: 1. T h e Illinois Press Association, which includes in its membership many of the newspapers of the State, has asked the University to authorize one of the members of its faculty to accept the office of Secretary of the Association and to devote a certain amount of his time to that work. T h e Press Association states that this would not involve any change in the present personnel of the School of Journalism nor would it involve any expense to the University as the Association would assume such office expenses as stationery, postage, and stenographic and clerical service. T h e Association would expect the member of the faculty designated or elected as Secretary to devote his own time to the work of that office. 2. If the University makes such an arrangement for the Illinois Press Association, that is, designates a staff member as Secretary and pays his salary, will it be prepared to do the same for organizations representing other professional, industrial, and commercial interests? 3. It has been suggested that, since the University carries on extension work for the benefit of Agriculture, why should it not do the same for Journalism. T h e Federal government has made specific financial provisions for extension work in Agriculture, and State funds are not required for such activities. Moreover, the extension work of the College of Agriculture is carried on for the benefit of all citizens interested in Agriculture, and is not limited to mem-
