had come at my invitation. Of the thirty-eight colleges and universities, there were thirty-eight acceptances. Six institutions were not represented because of illness. The list of colleges and their executives is shown in Exhibit B. A friendly and thorough discussion of the agenda prepared for this meeting (Exhibits C and D) led to the proposal that the colleges and universities of the State of Illinois, under the leadership of the University of Illinois, sponsor a major conference on the problems of higher education during the Spring, Summer, and Fall of 1938. A suggested outline of such a conference is shown in Exhibit E. The proposal was unanimously adopted by the visiting executives. The University of Illinois was requested to take all the necessary steps in developing a suitable program. As the next step in this project, I submit the following items for action by the Board: 1. The President is hereby authorized to arrange for, and hold, a major conference at the University of Illinois during the Spring, Summer, and Fall of 1938 on the problems of higher education in cooperation with the colleges and universities of the State of Illinois. 2. The University is hereby authorized to make its resources and especially the resources of the Bureau of Institutional Research available to the members of the conference in the analysis of the educational problems to be studied by the conference. 3. The Board of Trustees hereby authorizes the following budget and an appropriation of $3,500 for the Spring Session of the conference: Proposed Budget for 1937-1938 Maintenance and Travel of Working Members of Conference (reimbursement of actual expenditures)... $2 500 Visiting speakers 400 Office and committee expenses 600 Total budget for 1937-1938 $3 5°o Proposed Budget for 11)38-1939 to Complete the Conference in the Summer and Fall of 1938 Maintenance and Travel of Working Members of Conference (reimbursement of actual expenditures)... $4000 Visiting speakers 800 Office and committee expenses 700 Publication of Report 1 000 Total budget for 1938-1939 $6 5°° Grand Total $10 000 4. The President is hereby authorized to approach one of the Educational Foundations for additional funds to be applied to the Summer and Fall Sessions and, if granted, to accept such funds, in behalf of a Conference which will prosecute its studies along the lines suggested in Exhibit E.

On motion of Mr. Moschel, this plan was approved and the appropriation was made, by the following vote: Aye, Mr. Adams, Mr. Karraker, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Geary, Mrs. Freeman, Mr. Horner.

B O N D OF H. S. CAPRON, FORMER TREASURER (28) When the First National Bank of Champaign closed on January 16, 1932, there was on deposit in it to the credit of H. S. Capron, Treasurer of the University of Illinois at that time, the sum of $887,536.77- Mr. Capron and others who were his sureties were under personal bond to the Board of Trustees for all money deposited with him as Treasurer. In addition, the Board of Trustees had on deposit with it as collateral certain U. S. bonds having a par value of $810,800. After the closing of the bank these securities were sold by the Board and the sum of $794,965.59 realized therefrom, reducing the amount due from Mr. Capron to $92,571.18,
