vided by law. T h e chairmen of the Committees on appropriations shall serve as members of said Commission until their respective successors are appointed chairmen of their respective committees. Those members of the Commission designated by the Speaker, and by the President, upon the advice and consent of the Executive Committee, shall serve until their successors are appointed in the manner hereinabove provided for their original appointment. S E C T I O N 3. The Commission shall organize during each regular session by selecting from its membership a chairman and shall provide rules for transacting its business and keeping records thereof. F o u r members shall constitute a quorum for the transaction of business. T h e members of the Commission shall receive no compensation for duties performed pursuant to this Act, but shall be reimbursed for necessary expenses incurred in connection with the performance of such duties. S E C T I O N 4. T h e Commission may employ a secretary and such clerical and other employees and assistants as it may deem necessary for the proper transaction of its business, and shall fix their salaries. S E C T I O N 5. T h e Commission shall meet during intervals between the regular sessions, and at such other times and places as the chairman of the Commission may determine. S E C T I O N 6. It shall be the duty of the Commission to make a thorough study and investigation of all State expenditures and income from any source. T h e Commission shall formulate and recommend a plan for the standardization and classification of all salaries, wages, fees and other compensation for services rendered to the State. T h e Commission shall make a study of all license tax fees, and where such fees are for services rendered by the State, shall determine if said fees are inadequate for the services so rendered. S E C T I O N 7. The Commission shall present a report including its recommendations, to the Governor not later than the first day of September prior to the convening of the next regular session of the General Assembly, and shall present a duplicate report thereof to the next General Assembly. S E C T I O N 8. It shall be the duty of all departments, officers, institutions, boards, commissions and other State agencies to render to the Commission any assistance that may be required by the Commission for the purpose of preparing their report and recommendation pursuant to this Act. S E C T I O N 9. There is appropriated to the Illinois Budgetary Commission the sum of twenty-five thousand dollars ($25,000), or so much thereof as may be necessary, for the purpose of carrying out the provisions of this Act. A P P R O V E D July 9, 1937. It is probable that in due time the Commission will desire information concerning the University's finances and budget requirements for the biennium of 1939-1941.

NOTICE T O ILLINOIS INDUSTRIAL COMMISSION RELATIVE TO UNIVERSITY LIABILITY UNDER W O R K M E N ' S COMPENSATION ACT (27) Some years ago Mr. J. R. Calvert was seriously injured while driving a milk truck for the University when he came into contact with a live wire hanging low or in part on the ground. H e filed a suit against the Illinois P o w e r and Light Corporation which ultimately found its way into the Appellate Court of the First District in Chicago where a decision was handed down in June, 1937. The University Counsel reports that in this decision reference is made to an alleged acceptance by the University of the terms of the W o r k m e n ' s Compensation Act. A purported document is referred to as constituting and containing such acceptance. This alleged acceptance has "The Board of Directors of the University of Illinois" typewritten or printed on it, but with no signature of itny member of the Board appearing thereon and the document is in the files of the Illinois Industrial Commission.
