On motion of Mr. Moschel, these members of the staff were continued in service, as recommended.

BUDGET OF THE ATHLETIC ASSOCIATION FOR 1 9 3 7 - 1 9 3 8 (5) T h e budget of the Athletic Association, showing the estimated income and expenses for the fiscal year July 1, 1937, to June 30, 1938, is presented herewith and copies are being filed with the Secretary of the Board and the Comptroller for record. Estimated Income.—The estimated income for 1937-1938 is $186,155, as compared with $183,222 for the year ended June 30, 1937.1 This estimate of income appears conservative. In this connection it should be noted that the estimate of income in the 1936-1937 budget was $143,680, whereas approximately $40,000 more was realized. Estimated Expense.—The proposed appropriations for 1937-1938 total $184,871, as compared with the expenditures of $176,068.72 for 1936-1937 plus $2,051.65 for equipment, or a grand total of $178,120.37. While the proposed expenditures are practically as much as the estimated income, with the substantial amount of surplus now on hand this budget is reasonable and safe. The budget as submitted includes an item of $5,000 for the purchase of a new cover for the football field. T h e total cost of this cover will be about $9,200 and a separate special appropriation of $4,200 from the Reserve Fund or current surplus of the Association was made by its Board of Directors to make up the balance. Since this is a non-recurring item, I advised the Athletic Association to omit the item of $5,000 from its annual budget and treat the whole amount of $9,200 as a special appropriation out of surplus as of June 30, 1937. Salaries and Wages.—The salaries provided for in this budget for persons paid jointly by the Association and the University (which includes most of the Association staff) correspond to the salaries stated in the budgets of the University departments concerned. The proposed adjustment in the wages of employees was submitted to Director C. S. Havens, of the Physical Plant Department, for comment, and he advises that this will cause no complications in relation to the employees in his department. Contingencies.—At the suggestion of the Comptroller the Association has included in its budget a contingent item of $2,000 (page 12) to take care of minor items which come up from time to time and thus avoid the necessity of presenting each of these items to the President of the University and the Board of Trustees for approval in advance. I recommend that this budget be referred to the Finance Committee for study and pending its report that it be tentatively approved subject to any changes or adjustments which the Committee may recommend.

On motion of Mrs. Plumb, this recommendation was adopted.
