1937] UNIVERSITY OF ILLINOIS 303 gress entitled, "An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and the mechanical arts, established under the provisions of an Act of Congress, approved July 2, 1862," approved August 30, 1890, an Act of Congress entitled, "An Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1908," approved March 4, 1907, and an Act of Congress entitled, "An Act to provide for research into basic laws and principles relating to agriculture and to provide for the further development of cooperative agricultural extension work and the more complete endowment and support of land-grant colleges," approved June 29, 1935, during the two years beginning July 1, 1937. Whenever any portion of said sum shall be received by the State Treasurer from the United States, it shall immediately be due and payable into the treasury of the University of Illinois. Sec. 7. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its Secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is herewith authorized and directed to draw his warrants on the State Treasurer for the sums appropriated in sections 5 and 6 of this Act. Sec. 8. There is appropriated to the University of Illinois for the two years beginning July 1, 1937 for support, salaries and wages, office expense, printing, travel, operation, repairs, equipment, permanent improvements, retirement and death benefits for staff members, medical, surgical and hospital service and compensation for temporary disability under the provisions of the Workmen's Compensation Act in connection with accidents suffered by employees of the University of Illinois, and contingencies, until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of three million, seven hundred thousand dollars ($3,700,000) payable from the University of Illinois Revolving Fund, including but not exceeding in amount the aggregate of any unexpended balance at the end of the biennium and the sum collected by the University and transmitted to the State Treasurer during the ensuing biennium and credited to the University of Illinois Revolving Fund as provided by law. The appropriation made in this section shall be subject to all the provisions, conditions, and limitations of an Act entitled, "An Act in relation to State finance," approved June 10, 1919, in force July 1, 1919. HENRY HORNER Governor B. Medical and Dental Equipment Appropriation.—Pursuant to the instructions of the Board, a separate emergency bill (H.B. No. 216), appropriating $350,000 for equipment for the Medical and Dental College Laboratories Building, was introduced in the General Assembly. This bill was passed on May 18 and approved by t h e Governor on May 28, 1937. II. Supplementary Appropriation Bills A. Journalism Building.—Following the action of the Board of Trustees in eliminating from its original budget an item of $250,000 for a building for journalism and other subjects, a separate bill (H.B. No. 909) was introduced by Representative James A. Nowlan of Toulon, a t the request of the Illinois Press Association, appropriating this amount to the University for a Journalism Building. This bill failed to pass. B. Dormitories for Men.—As a result of some of the objections which had been raised to the University of Illinois Building Commission bills, a bill appropriating $200,000 for dormitories for men was introduced by Representative James P. Boyle of Chicago. This bill was not advanced by its sponsors.
