APPOINTMENTS OF DIRECTOR OF ATHLETICS AND DIRECTOR OF THE S C H O O L O F PHYSICAL EDUCATION (22) For many years the administration of physical education and intercollegiate athletics was under the late Director George Huff. Following his death the administration of the School of Physical Education and of Intercollegiate Athletics was temporarily divided between two acting directors. It is impossible to find in one individual the qualities of character, personality, experience, and leadership possessed by the late Director Huff which made his administration of the combined program so eminently successful for a great many years. T h e temporary division of the physical education and athletics program under two heads has proved so satisfactory during the past few months that I recommend the separation of the work into two administrative divisions—(1) the School of Physical Education and (2) the Department of Athletics. T h e by-laws of the Athletic Association provide that its Board of Directors shall appoint a Director of Intercollegiate Athletics (who may also serve as Director of the School of Physical Education, but the by-laws clearly recognize a possible separation of the two positions), subject to approval of the Board of Trustees. T h e question of whether he shall also serve as Director of the School of Physical Education is likewise subject to the decision of the Board of Trustees. T h e Board of Directors of the Athletic Association has unanimously recommended that Wendell S. Wilson, at present Acting Director of Athletics, be appointed Director of Athletics at an annual total salary of $6,000 (including any part thereof to be paid by the University) beginning March 1, 1937. I concur in this recommendation and recommend further that Director Wilson be appointed Associate Professor of Physical Education for Men on indefinite tenure beginning March 1, 1937, at a University salary of $1,500 a year. I also recommend that Seward C. Staley, Professor of Physical Education for Men and Acting Director of the School of Physical Education, be appointed Director of the School of Physical Education, Professor of Physical Education for Men, and H e a d of the Department, effective March 1, 1937, at a total salary of $6,000 a year. T h e University Statutes provide that Deans and Directors shall be appointed biennially by the Board of Trustees (the period being coincident with the fiscal biennium) so that Director Staley's administrative appointment should be until September 1, 1937, when it will be subject to renewal for two years in the same way as other appointments to such positions. NATURAL RESOURCES BUILDING FOR STATE SURVEYS (23) As reported to the Board on various occasions, the Department of Registration and Education has applied to the Federal Emergency Administration of Public W o r k s for a grant of funds to aid in the construction of a building at the University for the State Geological and Natural History Surveys. This project will also require a State appropriation. Since the University has made no provision for such a building, or for the sponsor's share of the cost in a Federal aid project, in its biennial budget for 1937-1939, it will be necessary for the Department of Registration and Education to secure a separate appropriation for this purpose. Such an appropriation would be made to the Department but the building would be constructed on the grounds of the University. It is, therefore, desirable that there be an agreement between the Department and the Board of Trustees of the University concerning the construction of the building. A memorandum of understanding and draft of a bill for a State appropriation for this building are submitted for your consideration. (Copies are filed with the Secretary of the Board for record.)

On motion of Dr. Meyer, the memorandum and draft of bill were approved.
