The following additional sabbatical leaves during 1937-1938 are also recommended but are being submitted separately because the individuals are on the Home Economics Extension staff whose salaries are paid entirely from Federal funds so that no State funds are involved: Miss Lulu S. Black, Home Adviser at Large, for the full year, on half pay. Mrs. Ruth H. Buckner, Home Adviser at Large, for the full year, on half pay. These have also been considered and recommended by the Research Board, contingent on approval of the leave of absence by the appropriate Federal authorities. O n motion of D r . Meyer, these leaves were granted as recommended.

LEAVE OF ABSENCE FOR JUDGE SVEINBJORN J O H N S O N

(9) A request from Judge Sveinbjorn Johnson, University Counsel and Professor of Law, for a sabbatical leave of absence on full pay during the second semester of 1937-1938 for the purpose of study and travel abroad. This request is being submitted separately because it is from an administrative officer, whereas the others are from members of the teaching faculty.

On motion of Dr. Meyer, this leave was granted as recommended.

LEAVES OF ABSENCE FOR M E M B E R S OF THE STAFF (10) A report that the following members of the staff have been granted leaves of absence for the periods and under the conditions indicated in each case: 1. Professor E. G. Young, of the Department of Railway Engineering, sick leave from January 13 to February 12, with pay. His work was carried on during his absence by his colleagues without additional expense to the University. 2. Ross Hutton, truck foreman in the Physical Plant Department, sick leave from February 4 to March 4, 1937, with pay. This is in addition to the fifteen days' sick leave with full pay provided under State Civil Service regulations, and is in recognition of Mr. Hutton's long period of service. 3. Bess Walsh, cashier in Chicago departments Business Office, sick leave from March 15 to March 31, with full pay in addition to sick leave allowed under Civil Service regulations and accrued vacation allowance.

On motion of Dr. Meyer, these leaves were approved.

UNIVERSITY OF ILLINOIS F U N D LEGISLATION

(11) In accordance with the authorization of the Board on January 29, the University has had introduced in the 60th General Assembly a bill to amend the State Finance Act to change the allocations of moneys from the Retailers' Occupation Tax to the University of Illinois Fund from the present unsatisfactory method of basing the allocations on the assessed valuation of property in the State, over which the State has no control, to an allocation based on the total appropriations made from the University of Illinois Fund by the General Assembly to the University. At the suggestion of a representative of the State Department of Finance, two changes have been made in the draft of the bill as originally submitted to the Board. Following is a text of the proposed revision of Section 8J/2 of the State Finance Act, the italics representing the additions and the parentheses indicating deletions proposed by the University and the small capitals indicating the changes recommended by the Department of Finance: Section 8J4. As soon as may be after March 1, 1934 and the first day of each month thereafter, the Governor, the State Treasurer and the Auditor of Public Accounts shall direct the transfer of all moneys in the occupational tax fund at the close of business on the last day of the preceding calendar month, as follows: there shall be transferred to the soldiers compensation bond, interest and retirement fund and the water-way bond fund sufficient moneys to provide amply for the payment of the principal of and interest on soldiers' compensation bonds and Illinois water-way bonds as they become due.
