provide hospital facilities for approximately 125 patients. A study has also been made of the possible uses of such University buildings as the Men's Old Gymnasium, the Woman's Gymnasium, and the Woman's Building if they are needed. N o definite recommendation is being made at this time with reference to housing facilities. T h e only satisfactory permanent solution to this problem, however, is an addition to McKinley Hospital, although even by increasing its capacity it would still be necessary to make provision for emergency units in the event of a general epidemic. 2. Equipment. T h e University should have a reasonable amount of surplus of hospital equipment to meet an emergency since in the case of an epidemic other communities will have similar problems and too much dependence cannot be placed on them for equipment and supplies. T h e University Health Officer and the Superintendent of the McKinley Hospital have estimated that additional equipment to operate two emergency hospital units would cost approximately $16,500. It is recommended that the University purchase immediately such additional hospital equipment as could not be obtained on short notice to provide for approximately 100 patients, in addition to the present McKinley Hospital facilities. This equipment would include such items as beds, mattresses, and bedside tables and would serve two purposes. It would be available in case of an emergency and if not needed for that purpose could be used to replace existing equipment in the McKinley Hospital as needed. I recommend that an assignment of $5,000 be made from the General Reserve Fund for the purchase of hospital equipment including beds, mattresses, bedside tables, and such other items as can be used either for emergency purposes or as replacements of similar equipment now used in the hospital.

On motion of Mrs. Plumb, this appropriation was made, by the following vote: Aye, Mr. Earr, Mr. Barrett, Mrs. Freeman, Mr. Karraker, Dr. Meyer, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Horner, Mr. Mayer, Mr. Wieland, Mr. Williams.

CHARGES AGAINST FEDERAL F U N D S FOR SERVICES FURNISHED BY THE UNIVERSITY FOR AGRICULTURAL AND HOME ECONOMICS EXTENSION DIVISION (11) Federal funds for agricultural research and extension have materially increased in the past two years. As a result the amount of physical plant facilities and general business office services required by these activities have increased considerably. Federal regulations authorize the charging of the cost of services furnished by the state universities and colleges to their agricultural and home economics extension divisions against the Federal funds provided for these divisions if an institution so desires. The Comptroller has asked whether such charges should be made against funds received by the University of Illinois. T h e Dean of the College of Agriculture reports that such funds bring material benefits to the State and to the University and that probably State funds for various research and extension activities in Agriculture and H o m e Economics would have to be increased if Federal funds were not available. The University has not made a practice of charging any general overhead expenses to any other specially financed activity of a research or extension character. T h e University of Illinois has not heretofore made specific charges against Federal funds for the routine services of the Physical Plant Department and the Business Office to the extension and research divisions of the College of Agriculture and the Agricultural Experiment Station. The actual increase in physical plant expense due to the increased funds appears to be less than $1,000 a year. An effort is being made to have as much as practicable of the added bookkeeping service taken care of in the College of Agriculture as a part of the expense of the new funds rather than in the Business Office.
