the President shall have the advice of the Senate Library Committee, to which for this purpose he shall add two members of the Library staff. 4. Members of the Library staff shall be appointed by the Board of Trustees on the recommendation of the Director of the Library as approved by the President, and m a y be given appropriate academic rank. 5. A standing committee of the Senate on the Library shall apportion the library book funds, and shall advise with the Director in matters pertaining to the Library. The Director shall be, ex-officio, a member of the Committee. The Senate also recommends that present provisions now governing the Library, as set forth in Section 32 of the booklet of Extracts from the Laws of the Board of Trustees published December, 1926, be repealed. I recommend approval. On motion of Mrs. Grigsby, the new statutes on the Library were adopted, a n d Section 3 2 of the Extracts w a s repealed.

RESOLUTIONS CONCERNING PAVING OF WRIGHT STREET, M A T H E W S A V E N U E . A N D FLORIDA A V E N U E

(7) The following resolutions providing for the acceptance of certain local improvements by the Board of Trustees and for the payment of the University's share of the cost thereof: November 7, 1931 President H . W . Chase, 355 Administration M y dear President Chase: I a m transmitting herewith three proposed resolutions concerning improvements locally made and the payment therefor. T h e amounts and the descriptions are supplied by Mr. Morey, and the form of the resolution as a whole has been agreed upon by himself and m y office. W e are agreed that in future the Board should authorize the payment for improvements by a resolution in some such form as is the one under discussion. Under the language of the concluding paragraph it is open to the Comptroller to do precisely what they usually do when purchases in behalf of the University are made, to obtain a reduction if payment be made before thefinaldue date. Of course the Comptroller in these cases will make this attempt in accordance with the usual practice of his office. I think certain technical reasons which in part are responsible for the type of resolution proposed have been heretofore discussed with you in some detail and that a restatement thereof here would be merely repetition. Cordially yours, Sveinbjorn Johnson Counsel R E S O L U T I O N (1) W H E R E A S , on July 23, 1930, the Board of Trustees, by resolution, agreed to pay the cost of a proposed pavement abutting University property on Mathews Avenue in the City of Urbana, Illinois, to the extent to which the value of University property was enhanced by the improvement; and W H E R E A S , it now appears that this improvement enhances the value of University property in the sum of not to exceed $30,771; therefore, B E IT R E S O L V E D that the Board of Trustees of the University of Illinois hereby accepts the improvement and agrees to pay on account of the same, on or before September 30, 1933, not exceeding the total sum of $30,771.
