M A T T E R S P R E S E N T E D B Y PRESIDENT C H A S E The Board considered the following matters presented by the President of the University. PROPOSED INSTITUTE OF CRIMINOLDQY A N D BALLISTICS

(1) A statement concerning a proposal to establish an institute of criminology and ballistics. It w a s the opinion of the Board that, if such a n institute were established, the University should develop only the scientific phases of this question. T h e matter w a s referred to the President of the University for study a n d report.

APPOINTMENT OF DR. THOMAS ELIOT BENNER AS DEAN OF THE COLLEGE OF EDUCATION

(2) A recommendation that Dr. Thomas Eliot Benner, Visiting Professor of Education at Columbia University, be appointed Professor of Education and Dean of the College of Education for two years beginning September 1, 1931, at a salary of $9,000 a year. O n motion of M r s . Grigsby, this appointment w a s m a d e .

APPOINTMENT OF DR. M. B. VISSCHER AS PROFESSOR OF PHYSIOLOGY A N D HEAD OF THE DEPARTMENT OF PHYSIOLOGY IN THE COLLEGE OF MEDICINE

(3) A recommendation that Dr. M . B. Visscher, Professor of Physiology at the University of Southern California, be appointed Professor of Physiology and Head of the Department, in the College of Medicine, beginning July 1, 1931, and continuing indefinitely, at a salary of $6,500 a year. O n motion of M r . Barrett, this appointment w a s m a d e .

PLYM FELLOWSHIP IN ARCHITECTURE

(4) A report of the appointment of Mr. Francis J. Heusel of the Class of 1930, 113-B Rivo Alto Canal, Long Beach, California, to the eighteenth Francis J. Plym Fellowship in Architecture, and of Mr. Harry J. Harman, 1108 South First Street, Champaign, Illinois, as alternate in case Mr. Heuselfindsit impossible to accept. This report was received for record.

HEARING FOR COMMITTEE OF ILLINOIS PRESS ASSOCIATION

(5) A committee of the Illinois Press Association, which was appointed at the time of the annual meeting of that organization held at the University last fall, desires a conference with the Board to-day to discuss the proposal made by the Association last fall concerning a new building for the School of Journalism. The Chairman of this committee is Mr. J. E. McClure, Editor and Publisher of The Carlinvitle Democrat and a former President of the Association. This hearing w a s granted. M r . M c C l u r e , M r . W . J. Smith, of W a u k e g a n , M r . S. P. Preston, of Gillespie, M r . H . L. Williamson, of Springfield, and M r . J. F. Wright, of the University, were introduced. Messrs. M c C l u r e , Smith, Preston, a n d Williamson m a d e statements in favor of the inclusion in the next legislative budget of 8500,000 for a building for the School of Journalism. O n motion of M r . Blair, the President of the Board w a s requested to appoint a special committee of three m e m b e r s (with the President of the University) to study this matter in conference with the c o m mittee of the Press Association. President Barr later appointed M r . Williams, M r . Armstrong, a n d M r s . Grigsby to serve o n this committee.
