REQUEST OF PROFESSOR A. C. WILLARD FOR AUTHORITY TO RENDER CONSULTING SERVICE TO THE AMERICAN SOCIETY OF HEATING A N D VENTILATING ENGINEERS

(13) A request from Professor A. C. Willard, Head of the Department of Mechanical Engineering, that he be permitted to render certain professional services of an advisory character relating to the general research activities of the American Society of Heating and Ventilating Engineers. H e states that these services will in no way interfere with his University duties. The work would consist of conferences or consultations, usually at Urbana, concerning chiefly scientific or technical matters relating to fundamental research problems concerning heating and ventilating. N o commercial testing problems for private individuals orfirmswould be considered, but only such research problems of general interest to the Society as are determined by the Research Committee to which Professor Willard shall act as adviser. O n m o t i o n of M r s . E v a n s , this request w a s granted.

REQUEST FROM UTILITIES RESEARCH COMMISSION FOR LICENSE TO COMMERCIALIZE A DISCOVERY M A D E BY THE ENGINEERING EXPERIMENT STATION

(14) A request from the Utilities Research Commission that in return for proper consideration to the University, it be given the exclusive right to commercialize the discovery of a method of removing sulphur fumes from stack gases made by members of the staff of the Engineering Experiment Station during a cooperative investigation financed by the Commission. In order to develop this scientific principle it will be necessary to secure the services of some large manufacturer who will be prepared to spend a considerable amount of money in development work and that will involve giving him some preferential guarantee so that he will not be spending money for the benefit of any competitors who may care to use the discovery as soon as it promises to be a success. Since the Utilities Research Commission outlined this problem, brought it to the University for solution, furnished the committee supervision and the money necessary to carry on the work, it seems proper that the Commission be permitted to commercialize this discovery, not only for its own sake, but for the sake of the University so that its rights in this discovery will not be lost. It is obviously impossible for the University itself to undertake the commercial development ot this method.
