AMENDMENT TO BY-LAWS President Barr, for the special committee to consider the committee organization of the Board, presented a proposed amendment revising the l s of committees. This amendment was adopted later in the it day (see page 145). MATTERS PRESENTED BY PRESIDENT CHASE The Board considered the following matters presented by the President of the University. COOPERATIVE RESEARCH ON STEEL RAILS (1) A proposed agreement for an investigation of fissures in steel rails. Action on this matter was deferred. CENTURY OF PROGRESS EXPOSITION (Chicago World's Fair Centennial Celebration) (2) The question has come up of the participation of the University in the program of the Chicago World's Fair Centennial Celebration in 1933. I have invited Mr. Harvey J. Sconce, Chief of the Agricultural Division of the celebration, to meet with the Board today to present a proposed program for the University and to discuss this matter M r . Sconce m a d e a statement outlining the proposed exhibits. T h e Board expressed approval of the plan in general.

APPOINTMENT OF REGIS MICHAUD AS PROFESSOR OF ROMANCE LANGUAGES

(3) A report of the appointment of Mr. Regis Michaud, at present visiting Professor in the Department of Romance Languages, as Professor of Romance Languages on indefinite tenure beginning September 1, 1931, at a salary of sixty-five hundred dollars a year. On motion of Mr. Trees, this appointment was approved. SUPPLEMENTARY SPECIAL NON-RECURRING APPROPRIATIONS F O R 1930-31 (4) A recommendation that the following non-recurring appropriations be made from the Reserve and Contingent Fund to supplement special appropriations made on June 18, 1930 (Minutes, page 693), on condition that any unexpended balance remain ing on June 30, 1931, will lapse into general funds:
