CONTRACT WITH STATE BOARD FOR VOCATIONAL EDUCATION (18) A report of the authorization of the execution by the Acting Comptroller and Secretary of a contract with the State Board for Vocational Education providing for the payment by said Board of all incidental, tuition, and laboratory fees of Miss Margaret Mankey in the College of Education for a period of one year beginning February 1, 1930. This contract is of the same form and character as those of similar contracts which have been entered into in the past. This report was received for record. RELEASE OF E. L. DECOSTED FROM PLYM SCHOLARSHIP CONTRACT (19) Mr. E. L. DeCosted of the class of 1928 was awarded a Plym Foreign Scholarship in Architectural Engineering for the year 1929-30 last year (Board Minutes, M a y 17, 1929, page 181). H e reports that conditions at home make it impossible for him to go to Europe this year and asks to be released from his contract. H e has returned the funds which were advanced him on this scholarship. O n recommendation of the Assistant Dean of the College of Engineering, I authorized the release of Mr. DeCosted from his obligations and the cancellation of his contract. On motion of Mr. Barr, this action was approved. AWARD OF PLYM SCHOLARSHIP TO E. M. SEARCY (20) A recommendation from the Secretary of the Committee on Plym Fellowships and Scholarships, concurred in by the Dean of the College of Engineering, that because of the resignation of Mr. E. L. DeCosted from the Sixth Plym Foreign Scholarship in Architectural Engineering, the appointment be given to Mr. E. M . Searcy of Dwight, Illinois, who was chosen alternate in the competition. I concur. O n motion of M r . Trees, this r e c o m m e n d a t i o n w a s adopted. CHANGES IN OPTICAL SERVICE IN THE COLLEGE OF MEDICINE (21) A recommendation from the Acting Comptroller that the regulations to govern optical service in the College of Medicine, as authorized by the Board on December 12, 1928 (Minutes, page 468), be amended to read as follows: CONDITIONS AND REQUIREMENTS FOR CONTRACTING FOR OPTICAL SERVICE IN THE COLLEGE OF MEDICINE 1. A competent dispensing optician is to be sent daily by the company to a place provided and furnished by the University at a regular time designated by the University. 2. H e will take all measurements, make all mechanical adjustments on frames, etc., and collect all charges from the patients. Should glasses purchased by patients require a change of lens within three months from the time of purchase, due to an error on the part of the University staff, the substitution will be gratis on the part of the optician. The number of these cases is not to exceed six per cent of the annual total. 3. Prices to be charged shall be specified by contract and shall be based on wholesale prices to which the company may add a stated uniform initial fitting charge for each pair of glasses sold. N o charge is to be made for the adjustment of glasses. 4. The company shall assume all charity cases, estimated at not over twelve per cent of the total.
