BOARD OF TRUSTEES

MATTERS PRESENTED BY PRESIDENT KINLEY The Board considered the following matters presented by the President of the University. BIDS ON CHEMISTRY ANNEX

(1) A letter from Professor J. M . White, stating that bids on the general contract and the heating, ventilating, plumbing, and wiring of the Chemistry Annex would be received on January 11, 1930. President A r m s t r o n g asked M r s . B u s e y a n d M r s . E v a n s to represent the B o a r d at the opening of these bids.

SMITH-LEVER BUDGET

(2) A revised budget for the Smith-Lever extension work for the current year. O n motion of M r . Barr, seconded b y M r . Blair, this b u d g e t w a s referred to the President of the University, with p o w e r to act.

OFFER OF LAND FOR FORESTRY WORK

(3) A letter offering for sale to the University a tract of 56 acres of land planted and suitable for experimental work in forestry. O n motion of M r . Barr, this offer w a s declined.

CHAMPAIGN COUNTY MILK PRODUCERS ASSOCIATION

(4) A statement concerning the Champaign County Milk Producers Association. This matter w a s discussed at length, and it w a s the opinion of the Board that a hearing should be granted to representatives of the University and of the Association. O n motion of M r . Barr, it w a s voted that w h e n the Board adjourned, it should adjourn to meet at the University, in Urbana, at one p.m. on Saturday, January 11, 1930. ADMISSION REQUIREMENT FOR NON-ILLINOIS STUDENTS (5) A recommendation from the Council of Administration that the statement of the scholarship rule governing the admission of non-Illinois students (adopted by the Board of Trustees, February 8, 1922, and amended March 14, 1922—Minutes, pages 153 and 171) be revised to read as follows:

SCHOLARSHIP REQUIREMENT FOR NON-ILLINOIS STUDENTS

A n applicant for admission to the University who is not a legal resident of Illinois is required to present with his application for admission to any of the colleges or schools of the University, except as an unclassified student or as a student in the Graduate School, satisfactory evidence that he maintained at the school or college which he last attended, prior to seeking entrance to the University of Illinois, a full schedule of studies with a scholastic average at least ten percent above the passing grade of such school or college. In case of records which are not kept in numerical grades but in literal or other systems of grading, this requirement will be interpreted to mean an average of one grade above the passing grade; e.g., in a system of A, B, C, and D, with D as the passing grade, the average must be C. O n m o t i o n of M r . Blair, this revision w a s adopted.

COOPERATIVE AGREEMENT WITH UNITED STATES BUREAU OF PUBLIC ROADS FOR CONCRETE ARCH INVESTIGATIONS

(6) O n November 15, 1929, (Minutes, page 437) the Board authorized the execution of an agreement with the Bureau of Public Roads of the United States Department of Agriculture for a cooperative investigation of multiple-span arches. This is a continuation of the work on concrete arches which the Experiment Station has been doing
