A G R E E M E N T W I T H C H I C A G O B R I D G E A N D IRON W O R K S F O R A C O O P E R A T I V E INVESTIGATION O F BIAXIAL S T R E S S E S (11) I recommend approval of an agreement between the Board of Trustees of the University and The Chicago Bridge and Iron Works of Chicago for a cooperative investigation of biaxial stresses by the Engineering Experiment Station, in accordance with the regulations of the Board governing such investigations. O n motion of M r s . Grigsby, this agreement w a s approved. SKATING RINK (12) The following letter from the Athletic Association through its President, Mr. George Huff: March 7, 1928 President David Kinley, University of Illinois Dear President Kinley: At the regular monthly meeting of the Board of Directors of the Athletic Association of the University of Illinois, the following motion was passed: "Mr. Powers moved that President Huff of the Board of Directors of the Athletic Association of the University of Illinois be authorized to make the proposition to the Board of Trustees of the University of Illinois that if the University will provide a site suitable to this Board, the Athletic Association will agree to expend $225,000.00 to build an ice skating rink and donate i to the University. Seconded by Mr. E. I. Burke and carried." t Respectfully submitted, George Huff President Athletic Association O n motion of Dr. Noble, this communication w a s received for future consideration. REGULATIONS CONCERNING UNIVERSITY AUTOMOBILES (13) For some time we have been discussing the care and use of University owned automobiles to work out a system of centralizing the management. Last year Professor J. K. Tuthill of the Department of Railway Engineering made a report on the matter covering maintenance, care, and accounting. After getting the best information and advice I could on the matter I recommend that the following regulations be approved, and that the Comptroller and Supervising Architect be authorized to take out property damage and public liability insurance on University automobiles in accordance therewith:

REGULATIONS CONCERNING UNIVERSITY AUTOMOBILES AND AUTOMOBILES IN UNIVERSITY SERVICE

I. Custody, Operation, and Insurance 1. All automotive equipment of the University shall be under the general supervision of the Supervising Architect, who shall be responsible for the housing, custody, and maintenance thereof. 2. N o University car may be taken from its garage or used except by a member of the staff duly authorized to do so and a receipt of memorandum shall be left with the custodian of the garage whenever a car is taken for use. 3. Requisitions for the purchase or exchange of automotive equipment must be endorsed by the Supervising Architect. 4. Every car, with the exception of the President's car, shall be marked with the University name and number, conspicuously placed on each car. 5. Every car shall be equipped with a device for recording mileage. A car must not be operated when said device is out of order, except in emergency, in which case the approximate mileage must be reported.
