White: olwn rfso January 7, 1927 President David Kinley, 355 Administration Building Dear President Kinley: The Residence Hall Annex located in the north end of the Forestry has proven somewhat unsatisfactory as an Annex from the operating standpoint, and also as a University home for w o m e n students, on account of the unfavorable impression it gives in comparison with the two large halls. It has been difficult for the Dean of W o m e n tofillthe Annex or to keep the girls satisfied after they have been assigned there. I a m recommending, therefore, that its use as an annex be discontinued. There are other purposes for which the building can be used and which can be decided at a later time. Dean Leonard wants to use it as a co-operative house. Yours truly, James M. White Superintendent of Business Operations O n motion of Mrs. Ickes, this matter was referred to the Committee on Student Welfare for consideration and report. COOPERATION WITH THE STATE DIVISION OF P A R D O N S A N D PAROLES (28) Honorable Hinton G. Clabaugh, Supervisor of Paroles and Chairman of the Division of Pardons and Paroles of the State Government, in October, 1926, requested the cooperation of the University in a cooperative investigation of the Pardon and Paroles L a w of Illinois in collaboration with representatives to be appointed by the University of Chicago and Northwestern University. This proposal has been under discussion for two months with M r . Clabaugh and the authorities of the two other universities. The Governor has expressed his approval of the proposed investigation and solicits our cooperation. The one m a n on our faculty who is best prepared to undertake this investigation is Dean A. J. Harno, of the L a w School. H e is willing to undertake this and suggests the following arrangements in case the project has your approval: (1) Dean Harno would be given the authority to participate in the proposed investigation, using so much of his time as m a y be necessary to carry his share of the work, without reduction of University salary. The Joint Committee will not be paid a salary but their expenses will be paid from the funds of the Division. (2) Dean Harno will remain active as Dean but will be assisted by the appointment of a member of his staff as Assistant Dean, appointed without increase of salary for the period from February I to September, to act under Dean Harno's direction. (3) Dean Harno will drop the one course for which he is scheduled in the second semester. This will be undertaken perhaps by Professor Johnson, who in turn will discontinue one of his elective courses. The University will thus be contributing to an important investigation, both from the point of view of administration of criminal law and to the proper operation of the pardon and parole scheme.
