of the Head of the Department, and the Dean of the College; the fees to be charged to be sufficient in the aggregate to meet the expenses of this work. 3. That the applied chemistry testing fund (revolving fund) be continued on its present basis (whereby the fees for special tests and analyses are set apart as a special fund to pay the salary of the analyst and ali expenses such as laboratory supplies, etc., incurred in connection with this work). 4. That the position of technical analyst be created in the Department of Chemistry, his salary to be paid out of the applied chemistry testing fund. 5. That the fees to be charged for the tests be sufficient in the aggregate to pay all expenses of this work. O n motion of M r . Barr, these regulations were adopted. APPOINTMENT OF MR. J. M. L1NDGREN (39) 1 recommend that Mr. J. M . Lindgren be appointed Technical Analyst in the Department of Chemistry at a salary of $3000 a year, with permission to continue his services to the Athletic Association, from whose funds he receives an addition salary of $1200 a year. O n motion of M r s . Grigsby, this recommendation w a s concurred in. CAHOKIA MOUNDS EXPLORATION (40) W e have an opportunity offered us by the Baltimore and Ohio Railroad to continue the exploration of the Cahokia Indian mounds in an important and promising mound recently acquired by the railroad. This is an important scientific matter and m y advisers are of the opinion that we should take the opportunity. 1 concur in it. I recommend the appropriation of $5000 from the Reserve and Contingent Fund, or so much thereof as may be necessary for the exploration of this mound in accordance with an agreement to be entered into with the Baltimore and Ohio Railroad. 1 further request authority to go ahead with the project, employing such workers and getting such equipment and making such other expenditures as may be necessary. THE LEGISLATIVE BUDGET (41) Six years ago, after studying ourfinancialcondition and the prospects of growth in attendance, the scarcity of class and laboratory space, and consequent crowded condition, I advised your Honorable Body that in m y judgment the State biennial appropriation to the University, through a series of biennial periods, should be not less than $10,500,000. Of this amount I proposed that for the first biennial period $2,500,000 should be asked for buildings and equipment thereof and $8,000,000 for expenses of operation. I further pointed out that in each succeeding biennial period i would be necessary to transfer a certain amount from the t building appropriation to the operating appropriation, while keeping the total amount the same, because it seemed to me that by this process we would gradually get relief from our crowded condition so far as buildings were concerned and have a reasonable minimum amount for operating expenses. W e have been following this plan now for several years, and in accordance with your action of last July our next Legislative Budget must adhere to it. Thefirstthing necessary to consider in making up this budget is the probable needed increase in the expenses of operation, if the University must continue to function and meet the needs of ever increasing numbers.
