drawn on the Treasurer of the University and to vouchers drawn on the Auditor of Public Accounts, in accordance with the following plan:

No disbursement shall be made from any University fund in the hands of either the University Treasurer or the State Treasurer, except on a voucher certified by the proper officer or head of department against an appropriation made by the Board of Trustees and approved by the Comptroller according to the Statutes of the University. The President of the Board of Trustees is authorized to delegate to the Accountant in the Business Office authority to sign the name of the President of the Board of Trustees to vouchers against the State Auditor and to warrants on the University Treasurer, for vouchers approved as above. The Secretary of the Board of Trustees is authorized to delegate to the Bursar in the Business Office authority to sign the name of the Secretary of the Board of Trustees to vouchers on the State Auditor and to warrants on the University Treasurer, for vouchers approved as above. The President and the Secretary are authorized to delegate to the Comptroller and the Auditor authority to sign the name of the President, or of the Secretary, of the Board of Trustees to vouchers on the State Auditor, or to warrants on the University Treasurer, in case of emergency; provided, that under ho circumstances shall the Comptroller or Auditor sign the names of both the President and the Secretary to the same warrant or voucher. MEETING OF COMMITTEE O N BUILDINGS AtfD GROUNDS

The Secretary presented for record a report of a meeting of the Committee on Buildings and Grounds.

A meeting of the Committee on Buildings and Grounds was held at the University, in Urbana, at 2 o'clock p. m. on Wednesday, February 22, 1922. Mr. W. L. Abbott, Chairman, and Mrs. Laura B. Evans, member of the Committee, were present; also, during part of the session, President David Kinley, Dean Eugene Davenport, Professor J. M. White, and Mr. F. C. Feutz, District Engineer of the State Department of Public Works and Buildings. S T R A I G H T E N I N G O F HIGHWAY The chairman stated that the matter of the request of District Engineer Feutz that the highway running south from First Street, Champaign, be straightened, to remove a jog where it enters University property in Section 24, Township 19 North, Range 8 East, had been referred to the Committee on Buildings and Grounds, with power to act. The members of the Committee and the other persons present inspected the property affected. On motion of Mrs. Evans, it was voted to grant permission to straighten the highway as requested by Mr. Feutz. The Committee adjourned.

PURCHASE O F P R O P E R T Y NEAR PHARMACY B U I L D I N G

The Secretary presented for Mr. Abbott, Chairman of the Committee on Buildings and Grounds, a report stating that the Committee had purchased the property at 1745 Flournoy Street, Chicago, for $2450. The purchase of this property was ordered on December 13, 1921 (see page 136). This report was received for record.
