for each county in the State, to be assigned by the University on the nomination of the Illinois Clay Workers Association. At first, the regulations concerning these scholarships permitted a scholarship in any county, which was not claimed by a resident of that county, to be assigned to some other county. Later, the regulations were changed, limiting the scholarship in each county to residents in that county. I recommend that during the period of the war the President of the University be authorized to assign the full number of scholarships, if asked for by persons properly qualified, irrespective of county residence.

On motion of Mr. Carr this recommendation was approved.

M Y DEAR PRESIDENT J A M E S :

I am transmitting herewith a proposed contract between the National W a r m Air Heating and Ventilating Association and the Board of Trustees of the University of Illinois for a cooperative investigation of warm-air furnaces and furnace heating systems to be undertaken by the Engineering Experiment Station of the University of Illinois. If you approve this contract, I shall be glad if you will present the matter to the Board of T r u s tees at an early meeting. I trust that the Board may be willing to authorize the contract for this important investigation. A number of years ago the Engineering Experiment Station, undertook an investigation of house-heating equipment, and a considerable amount of work was done in connection with house-heating boilers. T h e results of this early investigation were published in 1909 in Bulletin No. 31. Later additional tests on steam and hot-water boilers for house heating were conducted, and some effort was made to extend the investigation to include work with warm-air furnaces. These latter investigations were far from complete, and the data secured were considered of insufficient value to justify their publication. Since that time the Station has long desired to inaugurate an extensive program of investigations in this field, but the large expense connected therewith has deterred us from undertaking any actual work. With the reconstruction of the Mechanical Engineering Laboratory it has been possible to provide a plant for the testing of warm-air furnaces, designed under the general direction of Professor A. C. Willard, Professor of Heating and Ventilation in the Department of Mechanical Engineering. Through the efforts of Professor Willard, the National W a r m Air Heating and Ventilating Association has become interested in a scientific study of the problems connected with the design, rating and performance of warm-air
