Professor Bogart writes me that he has been definitely requested to go abroad next year as Field Economist of the State Department. He asks, therefore, that he be granted leave of absence for next year without pay. I recommend that this request be granted. As it is important that Dr. Bogart should know as soon as possible, I respectfully ask your immediate action on this request. Very truly yours,
