I have followed Dean Kinley's suggestion in asking Mr. Henry to proceed with collections of further subscriptions.

This report was received for record.

STUDENTS' ARMY TRAINING CORPS

The following statement: Under date of June 29, 1918, a communication came to me from the Adjutant General's Office of the War Department to the effect that military instruction will be provided, beginning with the fall term of 1918 in all institutions of collegiate grade enrolling one hundred or more able-bodied students: that the students so enrolling will constitute what will be called the "Students Army Training Corps" and that an opportunity will be offered to all students under eighteen to enlist in the Army as members of this Corps. They will be subject to the call of the President of the United States for immediate service in emergencies, but the intention is to leave the students who enlist in the Students Army Training Corps, at the colleges until they become of draft age. This system will probably call for some adjustment with the system of the Reserve Officers' Training Corps which we now have at the University. The statement is made that the necessary uniforms, rifles, and other equipment will be supplied so far as supplies are available. The University has already entered into a contract for uniforms for its cadet brigade next year. The War Department has indicated that it will probably grant commutation for such uniforms on the basis adopted last year. Major McCaskey is of the opinion that the University should let the contract stand and apply for commutation.

(27) A letter from the Comptroller in regard to settlement with the executors of the estate of Captain Thomas J. Smith. July 11, 1918 President Edmund / . James, University of Illinois

MY DEAR PRESIDENT JAMES :

I beg to advise you that I have paid to Edward Bailey and Minnie R. Spaulding, Executors of the Estate of Captain T. J. Smith, the sum of $4,049.17 as final payment in full for balance due under the contract between the Board of Trustees and Captain Smith, as per the Minutes of the Board, September 8, 1914, page 139. The previous payment made by me on this contract was made March 1, 1918. Captain Smith's death occurred April 16. There would, therefore, be due the estate payment for a period of seven months and sixteen days at the rate of $6,450 per year, the contract providing that the annuity continue six months after the death of Captain Smith. I have secured from the Executors a receipt for the above payment,
