able estimates of salvage and estimates of additional miscellaneous expenditures, the net amount due the University by the Government and necessary to reimburse the University for all outlays on account of the S. A. T. C. is $277,474.34. Statement of Claims Rendered on Account of the S. A. T. C. This statement is a summary of claims prepared to present to the Government on account of the S. A. T. C , in accordance with the directions of the Committee on Education and Special Training and the Navy Department. From this statement it will appear that the total amount of claim which can be entered on account of this work is $289,072.47. The announcements of the Committee on Education and Special Training and the Navy Department indicate that certain items of necessary expenditure on the part of the institution will not be allowed by the Government. On the other hand, they indicate that certain claims may be made on account of tuition for the entire year of S. A. T. C. men not returning January 1st. These directions result in our being able to make claim for a somewhat larger amount than our books show as actual disbursements on account of the S. A. T. C. However there are without question, numerous items of expenditure in various departments occasioned directly and specifically by the S. A. T. C , which in spite of our constant alertness, have not actually been entered as expenditures on that account or cannot be included as claims against the Government. There has also been a very large amount of excessive wear and tear on property of the University, which we have not attempted to express in actual amounts. In addition it is possible that some of the items included in the claims which are being presented will not be allowed, although the claims have been prepared with the utmost care. For these reasonsj I consider that the amount of claims rendered is in every way just and reasonable. I also consider that if these amounts are allowed us we shall be satisfactorily reimbursed for our outlay on account of the S. A. T. C.

Concerning the salvage of equipment and supplies, I beg to report as follows: Armory Construction Bids have been asked for March 20, 1919, the contractor to give bond and pay 15% in cash, and to remove the construction and pay the balance on or about May 1st. Mess Equipment This has been advertised in all possible ways and is being sold out as rapidly as possible. The average loss on this equipment will be not less than 60%. Grocery Stock This stock has been extensively advertised and is being sold both to local parties and to wholesale dealers as rapidly as possible. I estimate that the loss on this stock will be not more than 25%. Respectfully submitted,
