Subject to the approval of the Board of Trustees I hereby authorize you to permit commissioned and noncommissioned officers of the United States Army, who may be assigned to the University of Illinois as instructors in our unit of the S. A. T. C , to register for work in the University without payment of matriculation, incidental, or tuition fees. In so far as they register in courses which have laboratory fees, they should be required to pay those charges. Faithfully yours,

The action of the President in this matter was approved.

COST OF HOUSING S. A. T. C. (15) An estimate by the Comptroller of the cost of reconstructions made necessary by the barracking and rationing of the S. A. T. C. It has been impossible to make accurate estimate of the cost of reconstruction involved in putting in a new floor in the Armory, furnishing a kitchen, and making changes in the houses leased by the University as barracks for the members of the S. A. T. C , made necessary by the requirements of the United States Government. But as nearly as one can estimate at the present time, counting the kitchen equipment, etc., it would take the sum of about $111,000 to cover these expenses.

This report was received for record.

RETURN OF M A T R I C U L A T I O N F E E O F STUDENTS DECEASED (16) A request from the Registrar for instructions concerning the refunding of fees to the parents or guardians of students who have died since the opening of the term.

This matter was referred to the President of the University with power to act.

APPOINTMENT O F MR. F. D. C R A W S H A W AND M R . W. E. EKBLAW (17) A recommendation from Dean David Kinley that Professor Fred Duane Crawshaw be appointed President of the Academic Board for the School of Military Aeronautics for another year, from October 4, 1918, at the same salary, namely $450.00 a month; also, that Mr. W. Elmer Ekblaw be appointed Staff Fellow in Natural History for another year, from November 1, 1918, at a salary of $150 per month, to follow the same line of work as during the past year and especially to work on the material sent to the University from the Crocker Land Expedition.

These recommendations were approved. The Executive Committee adjourned.
