contract applies and the number for whom payment will be made at the per diem rate is the actual number of soldiers for whom housing, subsistence and instruction is provided by you during the continuance of the contract. This may be more or less than the number estimated by you and stated in the contract herewith returned. The number of soldiers to be assigned permanently (i. e. to July 1, 1919) will be settled as soon as practicable and, of course, must be determined before the permanent contracts are arranged, which it is hoped will be not later than December 1st. It will ordinarily be the policy not to assign to an institution more than the institution can instruct satisfactorily without abnormal increase of instruction force or more than the institution can provide with quarters and subsistence without an undue amount of, or disproportionate cost for, new construction. Institutions should be guided accordingly in the matter of increasing their teaching forces in view of the apparent large increase in college enrollments which is now in progress. Until further notice, please address all communications concerning the contract to the undersigned.

Business Director [COPY OF CONTRACT] REQUEST FOR ASSIGNMENT OF SOLDIERS OF STUDENTS' ARMY TRAINING CORPS, U N I T E D STATES ARMY TO UNIVERSITY OF ILLINOIS COLLEGE (UNIVERSITY) Board of Trustees of University of Illinois, a corporation under the laws of the (Name of Institution) State of Illinois hereby requests the War Department of the United States to assign to the institution Five thousand soldiers of the United States Army, members of the (Estimated number in S. A. T. C. Unit) Students' Army Training Corps, on the following conditions: 1. Eligible students are to be inducted into the United States Army on their voluntary application, on or about October 1, 1918, and are forthwith to be assigned on active duty at the institution. 2. The institution will after the assignment of such soldiers: (a) Furnish such academic instruction to the said soldiers as may be approved or prescribed by the War Department, it being understood that until the War Department otherwise indicates, the regular curriculum shall be deemed approved; (b) Will provide for the proper and sanitary housing of said soldiers in as large groups as reasonably possible; (c) Will provide meals for the said soldiers of a quantity and quality equivalent to the standard Army ration, and under the proper sanitary conditions; (d) Will provide suitable and adequate grounds for military instruction and drill of the soldiers and suitable offices for the military administration of the unit;
