penses connected with the removal, transportation, erection, return and reerection in good condition of this apparatus. It is agreed that all expense connected with the loan of this property by the officers of the Iowa State College is to be charged to the fund provided by the representative of the Russian Mission of Ways of Communication to cover the expenses of this investigation^ 4. The Russion Mission of Ways of Communication agrees to furnish and to deliver at the Locomotive Laboratory, the locomotive for this investigation, so modified in design and so equipped as to permit it to be mounted in the Laboratory and to render it suitable for the tests. It further agrees to provide and deliver at the Locomotive Laboratory all coal needed for the tests. 5. T h e Russian Mission of Ways of Communication agrees to supply all funds required for labor and materials necessary to mount the locomotive, to complete the tests, to maintain the locomotive and the Laboratory in repair, to dismount the locomotive and restore the Laboratory to its original condition, to calculate the results of the investigation and to produce the report descriptive of the results. 6. It is understood and agreed that the Russian Mission of Ways of Communication may be represented during the investigation by such persons as it may choose to delegate for that purpose, but that the ultimate authority and responsibility for the conduct of the tests and for the laboratory procedure shall rest in the representatives of the University. It is further agreed that the results of the investigation shall at all times be open to the inspection of the authorized representatives of the Russian Mission of Ways of Communication. 7. The results secured from the investigation shall be the property of the Engineering Experiment Station of the University of Illinois to be published in English, at its convenience, without expense to the Russian Mission of Ways of Communication; provided that since the Engineering Experiment Station enters into this agreement chiefly because of its desire to advance the knowledge of locomotive performance, it will not withhold publication unless the final results obtained seem to it to be untrustworthy. It is further understood and agreed that in the event that the Engineering Experiment Station undertakes the publication of the results of this investigation, it will grant to the Russian Mission of Ways of Communication the right to publish the report of the investigation in Russian. 8. The Russian Mission of Ways of Communication, through its properly authorized representative, agrees to make an initial deposit of $5,000 with the Comptroller of the University of Illinois on or before the date when the Engineering Experiment Station assumes financial obligations in the conduct of the tests. T h e Russian Mission further agrees to maintain at all times during the continuation of this investigation a balance in the fund provided for this purpose of not less than $1,500.00.
