problems and questions calling for both ability and resourcefulness in research. Considering that the war will of itself remove considerable numbers from the staff, it would seem a wise policy i, That all important vacancies be filled as fast and as far as may be, either by permanent or by temporary appointment; 2. That whenever departmental interests indicate a falling off in work, the reduction in staff should be made so far as possible in the ranks of annual appointees; but that 3. Nothing should be done that by any possibility would tend to weaken the research power of the University; and 4. T h a t all new appointments and reappointments be made with the distinct stipulation that, according to the nature of the demands which from time to time may be made on the institution, the Universiy reserves the right to assign duties other than those for which the individual is primarily appointed, always with due regard to the specific qualifications of the individual.

The President of the University announced that unless objections were expressed by the Board, he should govern himself according to this memorandum. No action was taken on this subject.

JUDGE JOSEPH OSCAR CUNNINGHAM

Announcement having been made to the Board that Judge J. O. Cunningham, of Urbana, a member of the first Board1 of Trustees of the University, had died on April 30, 1917, a special committee consisting of President James and Mrs. Busey was appointed to prepare resolutions. This1 Committee later presented the following resolutions, which, on motion of Mrs. Busey, were adopted unanimously. Whereas, the Board of Trustees of the University of Illinois has learned of the death of Judge Joseph Oscar Cunningham, the last member of the original Board of Trustees and of the Executive Committee of the Illinois Industrial University, now the University of Illinois, be it Resolved, that the Board express its sincere regret at this great loss, and its appreciation of the large services rendered to education and to charity by Judge Cunningham, and that the Board tender its sympathy to the members of the bereaved family.
