This to be* done on condition that they will proceed immediately to the erection of a building on land now owned or to be acquired by the trustees, the building to be named McKinley Hospital, and to be used as an Infirmary for the students and faculties of the University of Illinois, and for others if feasible, and as headquarters for the University Health Service, and to cost not less than Ninety Thousand Dollars ($90,000). They are at liberty to sell these securities at their convenience and as good opportunity may offer; but I wish to feel that they are not delaying this building until they can sell such securities at a reasonable price, but that they are proceeding immediately with the planning and erection of the building so as to put it into use as soon as possible. I hope the trustees will employ the building in rendering health service to others than members of the University in case they find that feasible and desirable. The securities will be turned over to the treasurer of the University upon formal notice from the trustees that the terms of this gift are accepted. Yours very truly,

On motion of Mrs. Busey, Mr. McKinley's offer was accepted, the thanks of the Board for this generous gift to be formally extended to Mr. McKinley by the President of the University; and the Supervising Architect was instructed to proceed immediately with plans for a hospital to cost about $100,000 and to submit suggestions for a site.

MATRICULATION AND REGISTRATION FEES (4) A recommendation from Mr. C. M. McConn, Registrar, that students entering the College of Medicine, the College of Dentistry, and the School of Pharmacy, be required to pay, once only, on entrance, a matriculation fee of $10.00, provided they have not previously matriculated in any department of this University. This regulation is already in force for the colleges and schools at U-rbana. A further recommendation that the fee of $5.00 a year which is now charged in the Colleges of Medicine and Dentistry under the name of a matriculation fee in the first year, and under the name of a registration fee in the remaining years of the course, be retained under the name of a registration fee, and that a similar registration fee of $5.00 a year be established for the School of Pharmacy.

On motion of Mrs. Henrotin, this recommendation was approved, to be in force on September 1, 1917.

PROPOSED STATE ADMINISTRATIVE CODE (5) A draft of the proposed Administrative Code of Illinois, to be introduced into the General Assembly next week. As I have just received this, and there will doubtless be numerous changes made in it before it is actually submitted to the Legislature, I can do nothing more than indicate that it affects the work of the University at many points, notably in the
