In the course of my visit, however, Mr. Higgins, made various suggestions which, altho they can in no way be construed as official statements, I think may be of value to us. H e indicated the likelihood of his leaving his present position in the near future. H e also pointed out that in reality he had himself considered that the University was not covered by the printing act of 1915—in fact that, according to his understanding, the framers of this act had no intention of including the University of Illinois. He made the statement that he considered our; organization here fully capable of handling its printing businesswithout interference OF direction .from any State officers. .. H e went further, however, and made this valuable suggestion that, altho he himself had made little, effort to push a strict enforcement of the law as related to the. University, yet he., considered that the law as it stands would give opportunity for any future incumbent; of the office to*, insist on the University's reporting to him all of its printing activities. H e therefore suggested, unofficially, of course, that, if opportunity could be found, an amendment to the present law be introduced to the coming assembly giving the University freedom in regard to its printing and publishing operations. It seems to me that this suggestion is well worth bearing in mind. Cordially yours,

(14) A statement that Professor Clarence W . Alvord,, who has at present a half-time arrangement with the University, giving the other part of his time to the work of the Illinois State Historical Library^has been seriously ill for some weeks and is now a ^ a sanitarium at Mudlavia. . It is hoped that he can,return by the first of February. Professor IJvarts B. Greene recommends that he be permitted to, give his time, during the second half of the year entirely to the work of the Illinois Historical Survey which has been under his direction, and that he be excused from giving instruction during the second half of the v year..

On motion of Mr. Carr, the President of the University was authorized to make a suitable arrangement with Professor Alvord and, if necessary, to give him leave of absence on pay for the rest of the year.

FOURTH YEAR OF DENTISTRY TO BE GIVEN IN pHICAGO (15) A recommendation from the President of the University that the action of the Board authorizing the organization of a year of work in dentistry in Urbana (page 137) be reconsidered.,

On motion of Mrs: Evans, this action was reconsidered. The President then withdrew his recommendation, and substituted for it a recommendation that he be authorized to organize an additional year of the curriculum in dentistry in Chicago. On motion of Mrs. Evans, this recommendation was approved.
